Eng, you will leverage your construction infrastructure advisory/consulting experience to extend services to new and existing clients for public and private sector clients in the P3 Infrastructure sector.

Key Responsibilities
  1. Review and assess technical solutions for improvements on assigned P3 projects, developing clear deliverable frameworks that provide clients with guidance on findings and recommendations.
  2. Provide advisory services on public or private clients for P3 projects, coordinating technical reviews of large P3 projects, reviewing technical/engineering aspects, environmental impact studies, risks, and other items such as site plans submitted by Project Company.
  3. Identify major impacts of developments along transit corridors, determining the necessity and scope of improvements/extensions/expansions, and communicating comments and concerns to clients.
  4. Develop technical specifications with an understanding of both technical/commercial aspects of a P3 contract, providing advisory services from procurement to implementation.
  5. Track the progress of several concurrent projects with frequent shifts in focus through different phases of a project, focusing on data verification and validation, project scheduling, project budget accuracy, bid pricing review, post-contract contingency usage, budget process review, and assessment.
  6. Consult with engineering staff on development-related issues, liaising with external agencies, municipalities, Infrastructure Ontario, developers, and their consultants, and private land owners.
  7. Conduct or oversee field inspections and provide responses to inquiries from Project Co, other government agencies, to ensure assets and materials comply with related permits, regulations, standards, and contract documents, drawings, and specifications.
  8. Provide PPP advisory services, understanding PPP process, product, and procurement routes as a technical advisor to funders, investors, purchasers, and local authorities, supporting all aspects of the PPP process commercially and contractually in the civil/transportation markets, including performance audit and life cycle costing services.
  9. Benchmarking services, reviewing service costs, market testing, and value for money reviews, providing payment mechanism modeling and analysis services.
  10. Advising financial institutions and project sponsors on the assessment and control of risks on their projects, including identification, analysis, and advice on design and construction proposals, site/building condition investigations, construction programs, construction delivery processes, statutory approvals, construction costs, and life cycle provisions prior to financial close and during the construction/operational phases.
  11. Assessing construction costs, identifying project risks, and implementing control mechanisms, reviewing planned performance against actual progress, certifying monthly valuations, checking compliance with specifications/client requirements, examining site documentation, and undertaking quality/risk assessment audits.
  12. Selecting, interviewing, appointing, and leading multi-functional bid teams of third-party suppliers, determining a bid strategy that ensures end-users' requirements and expectations are captured as part of the design process, while ensuring all commercial, risk, and partnering aspirations are achieved to deliver compliant bid documents.
  13. Providing guidance, coaching, mentoring to junior staff in a supervisory capacity, ensuring the infrastructure team's efforts are focused on delivering a high level of quality service to clients, resulting in repeat business and referrals.
  14. Working with management to support the implementation of strategies that contribute to revenue generation, profitability, and growth of the Business Unit – locally and nationally.
Key Qualifications
  1. Bachelor's degree in Civil/Structural Engineering or other comparable disciplines.
  2. Years of experience in P3 Infrastructure Advisory Services.
  3. Professional Engineer Designation. Project Management Professional (PMP) would be an asset.
  4. Self-motivated with a high degree of integrity, honesty, proven strategic thinking, and analytical skills.
  5. Full and deep understanding of P3 financing mechanisms.
  6. Solid business acumen and financial risk analysis skills, ability to develop and manage business plans as well as budgets.
  7. Strong understanding of the factors that influence the development cycle of PPP for high-profile complex infrastructure projects, knowledge of the construction industry in Canada & US.
  8. IT skills – ability to read and understand engineering drawings.
