Job Summary

We are seeking a highly skilled and experienced Facilities Planning Specialist to join our team at Fraser Health. As a key member of our facilities planning team, you will play a critical role in ensuring that our healthcare facilities meet the needs of our patients, clients, and staff.

Key Responsibilities
  • Assess clinical service delivery operational parameters and apply knowledge and research of industry references/standards to define and document space and infrastructure requirements.
  • Work with clinical operations leaders to ensure that models of care for clinical services and programs are well defined, and ultimately ensure creation of functional clinical space.
  • Develop and document space and infrastructure requirements, including research, interpretation, and application of facilities planning standards and requirements.
  • Provide leadership as a specialized resource on clinical facilities design.
  • Work in close collaboration with clinical and operations teams to identify program and service requirements, review and integrate service delivery models, clinical standards, and operational guidelines.
  • Work with design consultants and other external stakeholders to plan and design the built environment for healthcare service delivery.
  • Ensure the built environment includes corporate standards through participation of corporate subject matter experts in planning/design.
  • Identify and establish appropriate team structure(s) and membership for initiatives, including champion, clinical working, advisory, or steering committee(s) and delivery and implementation teams.
  • Lead clinical partners in the planning and design of facilities, and lead and coordinate meetings with user-groups/partners to gather operational requirements and document requirements for the built environment.
  • Lead the planning and execution of space mock-ups and simulation scenarios to test space solutions and support operational readiness.
  • Contribute to the maintenance of the Fraser Health Space Standards database.
  • Assess and articulate the impact of initiatives from a systems perspective and manage the impacts and interdependencies with other initiatives across Fraser Health.
  • Apply processes and undertake activities for the application of evidence-informed decision making where project constraints and/or conflicts arise.
  • Facilitate the development of clinical service delivery operation models and operational parameters required for functional programming.
  • Conduct post-occupancy evaluation of the built environment to assess the impact on the organizational objectives for clinical service delivery (operations) and patient outcomes.
  • Assist clinical leads in the development of operational performance outcomes and metrics.
  • Create and manage project documents capturing planning/design decisions related to the built environment and clinical operations.
  • Report to organization leaders and government personnel on issues, key findings related to projects, operational requirements, and the built environment.
  • Coach/train new/novice Facilities Clinical Planners in undertaking core tasks, activities, and deliverables of the role.
  • Contribute to the evolution and maintenance of the organization's body of knowledge for design and use of the built environment.
Qualifications

We are looking for a candidate with a Bachelor's degree in a clinical health science discipline, supplemented by seven years' recent related facility clinical planning experience in a large complex multi-site healthcare organization, inclusive of two years' leadership experience in the facility clinical planning role of health care facilities or health care project management. Professional Development Certification in planning and/or programming health care build environments is also an asset.
