Lead, Facilities Planner

As a key member of the Fraser Health team, the Lead, Facilities Planner plays a vital role in ensuring the delivery of high-quality healthcare services. This position requires a strong understanding of healthcare delivery, facilities planning, and project management principles.
The successful candidate will be responsible for assessing clinical service delivery operational parameters, applying knowledge and research of industry references/standards to define and document space and infrastructure requirements, and working with clinical operations leaders to ensure that models of care for clinical services and programs are well defined.
This role requires a broad and deep understanding of healthcare delivery across the spectrum of services, as well as the skills and knowledge to document the complexities and interrelationships across different services.
The Lead, Facilities Planner will provide leadership as a specialized resource on clinical facilities design, working in close collaboration with clinical and operations teams of physicians, leaders, and other healthcare professionals to identify program and service requirements.
Key responsibilities include leading the development and documentation of space and infrastructure requirements, working with design consultants and other external stakeholders to plan and design the built environment for healthcare service delivery, and ensuring the built environment includes corporate standards through participation of corporate subject matter experts in planning/design.
The successful candidate will also be responsible for identifying and establishing appropriate team structures and memberships for initiatives, leading clinical partners in the planning and design of facilities, and coordinating meetings with user-groups/partners to gather operational requirements and document requirements for the built environment.
Additional responsibilities include assessing and articulating the impact of initiatives from a systems perspective, managing the impacts and interdependencies with other initiatives across Fraser Health, and applying processes and undertaking activities for the application of evidence-informed decision making where project constraints and/or conflicts arise.
The Lead, Facilities Planner will also be responsible for conducting post-occupancy evaluation of the built environment to assess the impact on the organizational objectives for clinical service delivery (operations) and patient outcomes, and assisting clinical leads in the development of operational performance outcomes and metrics.
Qualifications for this role include a Bachelor's degree in a clinical health science discipline, supplemented by seven years' recent related facility clinical planning experience in a large complex multi-site healthcare organization, inclusive of two years' leadership experience in the facility clinical planning role of healthcare facilities or healthcare project management.
Professional Development Certification in planning and/or programming healthcare build environments is also an asset.
The successful candidate will demonstrate the leadership practices of the Fraser Health Leadership Framework of Clear, Caring, and Courageous, and create the conditions for people to succeed.
Key competencies for this role include working knowledge of change and project management principles, a strong understanding of the healthcare system and the clinical program(s) being supported, and demonstrated knowledge of industry references and resources for functional programming.
The successful candidate will also be able to lead, plan, direct, manage, and implement change, and demonstrate knowledge of health and business administration, including strategic and operational planning, monitoring, analytical, evaluation, and reporting expertise in a public sector and/or large complex environment.
Additional competencies include demonstrated ability to write business plans, work independently and in collaboration with others, develop and maintain rapport with internal and external partners, and function effectively in a highly dynamic environment with changing priorities.
The successful candidate will also demonstrate judgment and decision-making capabilities, including the ability to manage priorities and deadlines, and competency in software applications required for the role.
