Bilingual Training Performance and Evaluation Specialist

The Training Performance and Evaluation Specialist is a key role within CATSA / ACSTA, responsible for supporting the measurement and evaluation of training programs delivered at designated Canadian airports. This position requires a strong analytical mindset, excellent communication skills, and the ability to work independently and as part of a team.
Key Responsibilities- Support the development and implementation of training programs, including the gathering and analysis of training performance data.
- Write clear and concise reports, recommendations, and presentations related to the evaluation of training programs.
- Collaborate with stakeholders to identify training needs and develop effective solutions.
- Conduct research and analysis to inform training program design and evaluation.
- Develop and maintain relationships with training providers and subject matter experts.
- Stay up-to-date with industry trends and best practices in training evaluation and performance measurement.
- Graduation from a recognized college or university with a specialization in Instructional Design, Adult Education, or a related field.
- A minimum of four (4) years of experience designing and deploying training effectiveness/evaluations.
- One (1) to three (3) years of experience evaluating formal adult training programs.
- Demonstrated experience in training evaluation and analysis.
- Experience planning, organizing, and coordinating program implementation, application, and effectiveness.
- Demonstrated experience writing clear and concise reports, briefing materials, and presentations.
- Advanced knowledge of Excel, Word, and PowerPoint.
- Experience synthesizing findings and presenting information in a business context.
- Strong ability to analyze data, synthesize information, and recommend insightful solutions.
- Ability to multitask and adapt to changing priorities.
- Ability to work independently and within a team.
- Ability to persuade and liaise effectively.
- Ability to synthesize and interpret complex concepts and clearly communicate results to non-technical and business audiences both verbally and in writing.
- Critical thinking and problem-solving abilities.
- Critical attention to detail.
- Understanding of Learning Management Systems (LMS).
- Knowledge and experience using mixed-method (quantitative and qualitative) approaches to research and evaluation, planning, design, implementation, analysis, and reporting.
- Knowledge of Training Evaluation and performance measurements such as the Kirkpatrick Model, Philips ROI Model, and Brinkerhoff model.
- Knowledge of the ADDIE (Analysis, Design, Development, Implementation, Evaluation) model.
- Knowledge of CATSA's priorities and mandate, as well as legislation impacting CATSA activities.
- Ability to work overtime as required.
- Ability to travel as required.
- Language Profile: Bilingual BBBB.
- Ability to obtain and maintain a Secret security clearance.
- Be a Canadian citizen or permanent resident.
