With nearly 1,000 dedicated personnel, Keolis Canada oversees light rail vehicles, urban buses, intercity coaches, and airport shuttles, ensuring that over 12 million passengers enjoy a secure, dependable, and pleasant journey.

Reporting directly to the Central Control Facility Manager at Keolis Grand River, the Central Control Facility Lead Controller is responsible for delivering leadership support and assistance to the CCF Manager. This role is essential in guaranteeing the safe and efficient operation of the Control Room, optimizing resource utilization to provide the best service to passengers.

Key Responsibilities

Facilitate and support the execution of Central Control Facility and Operations Department functions:

  • Oversee all rail movements along the alignment and troubleshoot any equipment malfunctions, reporting discrepancies to the Infrastructure Department;
  • Coordinate resources, including LRV Operators, as necessary;
  • Ensure adherence to break schedules and room rotations, providing coverage as needed;
  • Manage the Permit to Work process, including oversight of OCS and related procedures;
  • Monitor safety and security through CCTV and help points;
  • Perform LRV Operator duties when required on the network;
  • Execute any additional responsibilities as assigned by management;

Plan and implement responses for incidents across the entire Waterloo Light Rail network:

  • Assist the CCF Manager in effectively leading responses to incidents and failures;
  • Manage service performance in line with operational, emergency, and incident response protocols;
  • Act as KGR Commander during on-site incident responses, coordinating recovery efforts.

Provide training and mentorship for the CCF Team:

  • Support the CCF Manager with coaching, motivation, and communication, fostering a collaborative culture among Control Room Operators to enhance passenger service efficiency and adherence to schedules;
  • Participate in onboarding new employees and conducting refresher training for existing staff;
  • Assist in maintaining Standard Operating Procedures (SOPs) and ensuring Control Room personnel are well-versed in protocols;
  • Stay informed of all changes to rules, procedures, and practices, ensuring comprehensive understanding;
  • Conduct ongoing reviews of Operations Procedures;
  • Generate daily operations reports and performance metrics;
  • Carry out all tasks in accordance with quality management standards as specified in relevant company directives and procedures;
  • Ensure all work is performed safely, adhering to company guidelines.

Experience Requirements

  • At least 1 year of experience in a railway Control Room;
  • A minimum of 1 year of SCADA experience;
  • Ability to learn and apply operating rules and procedures for various railway conditions;
  • Proficient in interpreting technical information and communicating it effectively;
  • Capable of managing conflicting priorities calmly and transparently;
  • Understanding of levels of responsibility and accountability;
  • Possession of a valid G class driver license at all times;
  • Proficient in Microsoft Word, Excel, and PowerPoint;
  • Prepared to support a 7-day, 24-hour operation, including various shifts on weekends and holidays;
  • Demonstrated leadership skills with a desire for professional growth.
