Job Summary

The Payroll Services Manager is responsible for the development, coordination, and management of Payroll Services, including payroll processing, payments to employees and agencies, reconciliation of benefits, system development and maintenance, and timekeeper training and support.

Key Responsibilities
  1. Develops and recommends short and long-term goals and objectives for the Payroll Department, ensuring alignment with the goals, policies, and vision of the Accounting Services Division of Fraser Health.
  2. Develops, implements, and reviews policies, standards, and procedures to ensure the delivery of effective and efficient Payroll services.
  3. Plans and implements operating budgets for the Payroll Department, ensuring the efficient utilization of financial resources within the objectives, plans, and budgets established by the Accounting Services Division and Fraser Health.
  4. Provides leadership to staff within the Payroll Department, motivating them towards the attainment of departmental goals, divisional objectives, and organizational vision.
  5. Manages and is responsible for the recruitment and selection of staff and employee development, participating in human resources matters for the Payroll Department.
  6. Plans and implements an effective quality improvement program to ensure high customer satisfaction and compliance with government legislation and collective agreements.
  7. Establishes effective administrative systems for maintaining, evaluating, and reporting on the operations of the Payroll Department.
  8. Manages the development and maintenance of payroll systems to provide complete and accurate records of assets, liabilities, and financial transactions.
  9. Manages the development and maintenance of payroll systems to ensure complete, accurate, and timely payments to employees, benefits carriers, and other agencies.
  10. Develops and maintains procedure manuals and training programs for Payroll Department staff, Fraser Health Managers, and Timekeepers.
  11. Provides advice and financial analysis to all levels of management as required.
Qualifications

CPA designation and/or university degree in a related field, plus seven years' recently related managerial and supervisory experience in a large, complex, multi-union environment.

Payroll Manager (PM) Certification through the Canadian Payroll Association.
