Job Summary

We are seeking a highly skilled Strategic Planning Analyst to join our team at the Toronto District School Board. As a key member of our Strategy and Planning Department, you will play a critical role in supporting our long-term pupil accommodation planning, accommodation reviews, and school space utilization.

Key Responsibilities
  • Ensure the maintenance of pupil accommodation data and develop key indicators to support enrolment forecasts.
  • Measure the impact of participation rates and demographic changes, and facilitate analysis of school capacity and area enrolment patterns.
  • Maintain and keep current the Ministry of Education's Education Capital Information System (ECIS), and liaise with various external stakeholders.
  • Supervise and coordinate workflow of staff, and research, analyze, maintain, and extract key pupil accommodation data to support long- and short-term capital planning.
  • Develop forecasting models to support departmental enrolment projections, and identify, analyze, and present key time-sensitive enrolment and demographic trends.
  • Ensure data quality and integrity of the data within the management software, and assist with creating, maintaining, and improving datasets in departmental relational databases and geographic information system.
  • Analyze and participate in the study of boundary changes, program placements, and relocations, and generate data and various reports for senior management.
  • Liaise with the Toronto Lands Corporation to coordinate core holding strategies, surplus, leased, and disposition of sites, and provide support to the Senior Manager of Planning, Manager of Planning Analytics, and Ministry of Education in capital funding, capital plan reporting, and management of the Education Capital Information System (ECIS) and accountability data.
  • Provide support to the Strategy and Planning Department and Toronto Lands Corporation by working with municipal planning staff to identify and assess potential impacts relating to planning and accommodation issues, and publicly report and maintain current inventory of space to support Community Planning and Partnerships.
  • Provide staff training and development on enrolment projection software, and coordinate public meetings and consultations for various initiatives, and maintain departmental webpages.
  • Develop efficient and cost-effective departmental processes and systems, and perform other duties as assigned.
Qualifications
  • University degree in a related discipline such as Planning, Geography, Business Administration, Public Administration, or the social sciences with two years of related experience, or an equivalent combination of education and experience.
  • Experience in database administration, database design, and process development.
  • Expertise in planning and information technology.
  • Experience in managing activities through teamwork, setting timelines, assigning tasks, and ensuring quality.
  • Solid background in planning in a school board environment with exposure to both pupil accommodation planning and land-use planning.
  • Statistical knowledge relating to areas such as regression analysis and transition rates.
  • Knowledge of the Education Act, the Planning Act, Core Education Funding, and related provincial regulations.
  • Strong leadership and supervisory skills.
  • Data management skills.
  • Strong project management and time management skills.
  • Analytical and problem-solving skills.
  • Strong written, oral, and interpersonal skills, including effective presentation skills.
  • Computer application skills, including data modeling packages, relational databases, geographic information systems, spreadsheets, word processing, Internet, and email.
Special Requirements
  • Provision of own vehicle for Board business.
  • Travel to meetings within the City of Toronto.
  • Must be available to work periodically for extended periods, including evenings and weekends, to support committee meetings, public consultations, and other time-sensitive tasks.
