Position Overview:
The Housing Support Specialist will deliver a wide array of services aimed at securing and sustaining housing through the Prevention and Diversion initiative and the Homelessness Prevention Fund. This role will ensure compliance with the operational standards established by the Housing and Homelessness framework for the City of Kingston.
KEY RESPONSIBILITIES:
Client Engagement:
- Facilitate all facets of client engagement as specified in the City of Kingston's Housing and Homelessness Services System.
- Conduct intake assessments utilizing the Coordinated Intake protocol to evaluate client eligibility for the Prevention and Diversion or Assessment for Housing First programs.
- Implement outreach efforts for individuals experiencing homelessness to identify their housing needs and initiate the engagement and triage process.
- Address immediate housing crises based on intake findings and household requirements through the appropriate programs.
- Collaborate with institutional discharge protocols to ensure individuals leaving institutions have a housing or shelter plan in place.
- Under the Prevention and Diversion initiative, collaboratively develop a strategy with the household that employs brief intervention techniques to reduce the risk of future housing crises, which may include short-term case management and community resources.
- Provide essential support for urgent needs, such as assisting with income support applications or identification; initiate referrals to mainstream services, including healthcare; and engage in other time-sensitive activities while awaiting ongoing case management.
- Prevent imminent evictions by negotiating and consulting with community legal services as necessary.
- Offer general housing assistance or information as requested.
- Assist households in securing financial aid to fulfill tenancy obligations, including rent and utility payments.
- Ensure households possess the necessary tools to maintain their tenancy through referrals to community resources.
Administrative Duties:
- Maintain comprehensive case files for each household, ensuring accurate documentation and completion of all relevant forms and case notes.
- Complete applications for the Homelessness Prevention Fund as appropriate, forwarding them to the agency reviewer for assessment and approval.
- Ensure accurate data collection and maintenance; submit monthly and quarterly reports.
- Accurately input and upload client information into the City of Kingston's HIFIS database.
- Ensure meticulous record-keeping and file management in accordance with applicable privacy legislation.
Training and Development:
- Participate in mandatory orientation training and ongoing professional development opportunities.
- Complete all required Salvation Army training and sector-specific training as mandated.
Health & Safety:
- Maintain a safe and presentable work environment as recommended by Public Health guidelines.
- Seek continuous education and resources relevant to all areas of responsibility.
- Comply with the OH&S Act and Regulations, adhering to The Salvation Army's health and safety policies and procedures.
Other related duties may be assigned as necessary.
WORKING CONDITIONS:
- This is a full-time position based on a 37.5-hour work week.
- The Supervisor will determine the work hours and schedule.
- The working environment typically involves office settings or community outreach in generally agreeable conditions.
- Ability to lift/move items weighing up to 25 pounds is required.
- This role necessitates sitting, standing, and driving.
- Travel is associated with this position (15%).
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
- Completion of a two-year Community College Diploma, preferably in a Social Services/Addictions related field.
- First Aid & CPR Certification.
- Non-Violent Crisis Intervention Certification is an asset.
- A valid Ontario Class 'G' Driver's License, personal vehicle, and insurance are required, along with a satisfactory driver's abstract.
- Alternative combinations of education and experience may be considered.
EXPERIENCE AND KNOWLEDGE:
- A minimum of two years of experience working with individuals facing poverty, housing instability, and/or mental health challenges.
- Understanding of the Residential Tenancy Act and the role of the Landlord Tenant Board in disputes.
- Familiarity with community resources available for individuals and families experiencing homelessness, at risk of homelessness, or dealing with mental health and addiction issues.
SKILLS AND CAPABILITIES:
- Bilingual in English and French is preferred.
- Ability to apply assessment protocols in service delivery.
- Awareness of homelessness and affordable housing issues within the community and strategies to combat homelessness.
- Ability to integrate harm reduction and trauma-informed care approaches in daily interactions.
- Effective use of assertive engagement techniques in client interactions.
- Strong interpersonal, communication, and organizational skills.
- Attention to detail, problem-solving, and analytical skills.
- Proficient in a computerized environment; strong skills in Microsoft Office are required.
- Self-motivated and disciplined.
- Exhibit strong problem-solving, conflict resolution, and mediation skills within a solution-focused framework.
- Ability to work independently while also accepting direction as needed.
- Strong sense of integrity and confidentiality with professional ethics.
- Willingness to develop an understanding of and support for the mission and purpose of The Salvation Army in Canada.
