Job Title: Associate Director of Capital Finance

BCIT's Financial Services department is seeking a regular, full-time Associate Director of Capital Finance to provide direction and leadership to the Institute's capital asset portfolio, including the Campus Planning and Facilities' (CPF) capital projects.

Key Responsibilities:
  • Provide strategic direction and leadership to the Institute's capital asset portfolio, including CPF capital projects.
  • Develop and implement capital finance strategies, plans, standards, policies, and processes in consultation with the Financial Controller.
  • Direct the development and delivery of capital project accounting and financial management functions, including procurement and contract administration.
  • Ensure the necessary controls are in place to identify and mitigate financial risks, and ensure compliance with Institute policies and practices as well as regulatory requirements.
  • Develop and deliver reports and presentations on financial status, risks, achievements, challenges, and emerging issues to the Finance and CPF leadership teams.
  • Represent Financial Services on internal and external initiatives, committees, and advisory groups as it relates to major capital projects.
Requirements:
  • Minimum 8 years' experience at progressive levels of responsibility, including a leadership role in finance and administration, preferably in an education/public sector facilities context.
  • Advanced knowledge of financial and operational management, construction project procurement, and the Capital Asset Management Framework.
  • Advanced strategic planning skills, with the ability to facilitate development of operational and capital plans and related budgets.
  • Advanced analytical skills with the ability to direct research, analysis, and development of complex reports.
  • Advanced people leadership skills with the ability to build and manage teams across diverse functions in a unionized, public sector environment.
