About the Role

The City of New Westminster is seeking an experienced Business Systems Analyst to enhance our IT Services team. This role primarily focuses on the HR, Payroll, and Finance systems, including but not limited to Oracle JD Edwards EnterpriseOne, UKG Workforce Central, Vertex, and Taleo. Your responsibilities will encompass evaluating business needs, proposing effective solutions, and engaging in scripting, programming, and ongoing application support.

As a vital contributor, you will handle technical tasks such as database management and collaborate with clients and vendors, exercising a high level of independent judgment within established protocols. This position offers the opportunity to utilize your expertise across various systems as operationally necessary.

Work Arrangement: Hybrid remote/in-office.


Educational Requirements
  • Bachelor's degree from a recognized institution in an IT Systems-related field.
Experience Requirements
  • Minimum of 5 years in an IT department as a technical/systems analyst focusing on HR, Finance, or Payroll, with a preference for experience in JD Edwards EnterpriseOne.
  • Experience with Canadian payroll systems in a technical/systems analyst capacity.
Additional Requirements
  • Must be a Canadian citizen or a permanent resident.
  • Successful completion of a Police Information Check is required.
Key Responsibilities
  • Creating reports and applications utilizing various tools, including JDE Design Tools, BI Publisher, Crystal Reports, and SSRS.
  • Maintaining and troubleshooting system interfaces using SQL and vendor-specific tools.
  • Managing user accounts and security protocols.
  • Providing technical assistance to business users regarding related applications.
  • Configuring existing system functionalities to align with business needs.
  • Researching and enabling new system capabilities.
  • Implementing software updates and making necessary technical adjustments.
  • Administering Microsoft SQL databases.
  • Conducting data refreshes, creating queries, and managing data import/export tasks.
  • Collaborating with vendors to fulfill business requirements.
  • Performing routine system administration tasks.
  • Carrying out other related duties as assigned.
Desired Skills
  • Proficiency in Oracle JDE EnterpriseOne technical administration.
  • Experience in Microsoft SQL administration and development.
  • Technical administration skills in UKG Workforce Central.
  • Knowledge of Microsoft Server administration.
  • Experience with Oracle Taleo technical administration.
  • Ability to act as a primary IT system owner and provide technical support.
  • Capability to offer insights and recommendations on technical matters related to HR, Payroll, and Finance systems.
  • Strong analytical skills to define, document, and assess business systems processes.
  • Effective communication skills to establish and maintain relationships with diverse contacts.
  • Ability to analyze data and propose logical solutions to challenges.
  • Capacity to listen to feedback from non-technical stakeholders and present proposals in accessible language.
  • Ability to work independently with minimal supervision.
