Halifax Regional Municipality is seeking a highly skilled Senior Performance Analyst to join our Finance & Asset Management team. As a key member of our corporate performance team, you will play a critical role in driving business improvement and strategic decision-making.

Key Responsibilities
  • Performance Management and Measurement:
    • Support business units in developing and implementing analytics and KPIs to drive business improvement.
    • Oversee the development of reporting dashboards and identify opportunities for improvement.
    • Facilitate leadership and executive performance review meetings to drive actionable outcomes.
    • Develop and maintain corporate key performance indicators, analyze data, and create reports.
    • Create models, conduct research, and analyze business unit performance against targets.
    • Maintain governance processes associated with key performance indicators.
  • Process Improvements:
    • Lead cross-functional teams to complete corporate continuous process improvement initiatives.
    • Work with stakeholders to understand business challenges and opportunities.
    • Analyze and model current state services and processes using relevant techniques.
    • Analyze root cause of business problems and recommend corrective action.
    • Identify and recommend possible efficiency gains to business unit management.
    • Develop processes and standardized procedures for core business and service processes.
  • Project Delivery:
    • Create accurate business requirements documents and obtain stakeholder approval.
    • Ensure all business and customer requirements are addressed by the project.
    • Analyze training needs and support the development of training programs.
    • Supervise junior analysts and mentor team members in business analysis and project management disciplines.
Requirements
  • Undergraduate degree in Industrial Engineering, Business Administration, Public Administration, or a suitable combination of degree and experience.
  • 5+ years' work experience in an analytical, strategic planning, or project management role, with experience in performance reporting, data analysis, and process improvement.
  • Project Management and/or Business Analysis Certification.
  • Continuous Improvement Training/Certification is considered an asset.
  • Master's degree and Change Management Certifications are considered an asset.
  • Minimum 3 years' experience with project implementation, strategic thinking, leadership, and relationship management.
Technical/Job Specific Knowledge:
  • Knowledge of advanced statistical techniques and concepts, and experience with applications.
  • Experience with report writing within Business Intelligence systems is considered an asset.
  • Extensive industry experience in business needs identification and assessment, solution delivery methodologies, tools, techniques, and trends, and business case development.
  • Advanced proficiency in requirements gathering and documenting, business process modeling, and improvement analysis.
  • Working knowledge of project management and organizational change management concepts.
  • Advanced proficiency in Microsoft Office (Excel) and diagramming tools such as MS Visio.
