About The Organization

The HALO Trust, established in Afghanistan in 1988, stands as the largest Mine Action organization globally. Our mission is to safeguard lives and restore communities threatened by landmines and other explosive hazards, including unexploded or abandoned cluster munitions, projectiles, rockets, and improvised explosive devices (IEDs). With a workforce of 12,500, we operate in 30 countries worldwide.

Since our inception, HALO has led the way in innovative technological and procedural advancements in Mine Action, employing a diverse array of equipment and techniques to locate and eliminate explosive threats. Our operations in Ukraine began in 2016, and in response to the escalation of conflict in February 2022, we have significantly expanded our efforts to address the heightened risks posed by landmines and unexploded ordnance, ensuring civilian safety and facilitating the return of land to productive agricultural use. Our program employs over 1200 personnel across seven regions from three operational bases.

Please note that this role requires on-site presence in Ukraine and is not available for remote work.

Role Overview

As one of two deputies supporting HALO's Head of Operations in Ukraine, the Operations Support Deputy Director will be instrumental in enhancing operational effectiveness and efficiency across all explosive hazard mitigation initiatives in the country. This role involves leading and coordinating the program's Training, Research and Development, Information Management, Remote Sensing, Environmental, and Medical departments, fostering coherence and innovation in our expansion strategies.

The ideal candidate will possess a blend of practical experience in any field, coupled with the management and leadership capabilities necessary to build teams, formalize procedures, and implement sustainable systems. A strong, team-oriented leader who thrives in challenging environments and is passionate about enhancing the efficiency, effectiveness, and safety of our operations is essential.

Key Responsibilities

  • Oversee and manage all divisions within the Operations Support team, enhancing HALO's operational performance.
  • Formulate and execute operational support strategies, policies, and procedures to boost efficiency and effectiveness.
  • Assess and evaluate program performance, pinpointing areas for enhancement and executing corrective measures.
  • Collaborate with various departments to identify and address operational challenges, ensuring seamless operations.
  • Guarantee adherence to relevant regulations, policies, and procedures.
  • Cultivate a positive and productive work atmosphere, encouraging teamwork, collaboration, and continuous improvement.
Candidate Profile

Qualifications:
  • Bachelor's degree in business administration, operations management, or a related discipline.
  • Extensive experience in operations support management, ideally in a fast-paced and dynamic setting.
  • Strong leadership abilities, with a talent for motivating and inspiring teams.
  • Exceptional communication and interpersonal skills, capable of building robust relationships with stakeholders at all levels.
  • Proficient analytical and problem-solving skills, with the capacity to identify and resolve operational challenges.
  • Solid project management skills, adept at managing multiple projects concurrently.
  • Ability to perform under pressure and meet stringent deadlines.
  • Willingness to work flexible hours as necessary.
  • Proficiency in Russian or Ukrainian is advantageous.
