Cargo Customs Deployment and Compliance Manager

As a key member of the Air Canada team, you will play a critical role in ensuring the smooth operation of our cargo customs processes. Reporting directly to the Manager, Global Cargo Border Management, you will be responsible for launching new or revised customs mandates, resolving customs issues, and providing guidance to ensure customs compliance.
Key Responsibilities- Customs Compliance: Lead investigations of customs compliance failures and work with stations to implement corrective actions and mitigate customs fines by challenging Customs authorities when appropriate.
- Customs Mandate Management: Determine the redirection of customs fine payment to the appropriate source, such as the station, GHA, customs messaging provider, or IT, depending on the results of your investigations.
- Industry Collaboration: Participate in industry working groups and task forces to share knowledge, add expertise, and develop a strong industry network to leverage.
- Customs Process Improvement: Launch new or revised customs mandates, coordinating activities with the station, IT, GHAs, regulators, Communications, Training Procedures, and Engineering teams.
- Audit and Compliance: Perform on-site station Safety, Quality, and Regulatory compliance audits as the lead auditor or auditor to compare SOP with observed actions.
- Customs Database Management: Maintain the customs database with new or revised requirements, messaging logistics, vendors, and escalation contacts.
- Expertise and Support: Provide expertise and support to the Communications, Procedures, Training, and Engineering teams.
- ACI Desk Support: Deliver ongoing support to the YYZ ACI Desk by ensuring they have the required technology, regulations, coaching, and access to expertise.
- Procedure Development: Provide content to the Procedures team regarding customs-related initiatives for PUB, ACCLR, and Advisory updates.
- Marketing Support: Provide content to the Marketing team for external communication regarding customs initiatives.
- Communication and Collaboration: Maintain constant communication with Operations and Commercial teams regarding pending mandates, potential roadblocks, and resolutions.
- Customs Launch Management: Ensure customs launch dates are respected, leveraging internal and external contacts for support.
- Safety and Security Standards: Ensure Safety, Security, and Service standards are part of all Cargo agreements and monitored through Service Level Agreements (SLA).
- Compliance with IOSA Standards: Compliance with IOSA standards, SMS, and other application authorities. Assure the good management of all Cargo Contracts. Where Audit activities have revealed vulnerabilities, implement corrective measures to address root cause.
- Resource Allocation: Allocate operations equipment, labor, financial resources, and policies for Air Canada to ensure effective safety and security of operations.
- Cargo Operational Experience: 1-3 years of Cargo Operational experience with knowledge of Cargo Customs.
- Priority Management: Ability to effectively and simultaneously manage to completion a large volume of priorities.
- Technical Skills: Strong capabilities in Microsoft 365.
- Interpersonal Skills: Ability to work effectively in a team, excellent interpersonal skills.
- Union and Management Experience: Proven ability to function well in both unionized and management environments.
- Computer Skills: Strong computer skills.
- Risk Assessment: Understanding risk assessment.
