Job Title: Senior Manager of Operations – Public Works and Buildings

At Ville de Pointe-Claire, we are seeking a highly skilled and experienced Senior Manager of Operations to join our team. As a key member of our Public Works and Buildings department, you will be responsible for planning and managing the financial, material, budgetary, and human resources activities of your department.

Key Responsibilities:

  • Develop and implement an effective and efficient management model to optimize the maintenance of City assets, including infrastructure, roads, green infrastructures, sporting and recreational spaces, fleet of vehicles, and facilities and building inventory.
  • Manage human, financial, material, and informational resources in accordance with rules, standards, by-laws, and collective agreements.
  • Develop and implement policies and programs related to asset maintenance, and apply standards and by-laws.
  • Develop management performance indicators to ensure departmental productivity and objective achievement.
  • Prepare budgets for services and determine objectives and action priorities with your superior.
  • Plan inspection, operation, and maintenance needs for assets under your management.
  • Implement an asset management system based on short, medium, and long-term needs, and structure operating and investment budgets accordingly.
  • Follow up on requests and work orders for all work teams.
  • Receive, analyze, process, and assign specific requests from internal and external clients related to City assets.
  • Classify seasonal employees according to established priorities.
  • Ensure services support organizational needs and align with best asset management and maintenance practices.
  • Prepare recommendations and justifications for decisions by the department director.

Requirements:

  • Undergraduate degree in management, administration, or a relevant field.
  • 6 to 9 years of relevant experience in this field.
  • Good ability to manage and mobilize work teams.
  • Demonstrate good communication skills.
  • Expertise in managing operations in a unionized context.
  • Good knowledge of French and English to efficiently communicate and write reports.
  • Internal/external client orientation.
  • Results-oriented.
  • Ability to plan, organize, and control.
