The Asset & Capital Management (A&CM) Division plays a crucial role in aligning modernization, development, and strategic asset management efforts. With a capital program budget of $4.5 billion, the A&CM Division is dedicated to enhancing NYCHA properties through innovative financing strategies, robust partnerships with residents and stakeholders, and effective project management. The Division is also focused on future-proofing the housing portfolio by integrating advanced construction materials, methodologies, and technologies, thereby improving the living conditions of residents and optimizing building performance.

Position Overview

The A&CM Division is looking for a Vice President (VP) to spearhead the Strategic Services Department. This department consists of five teams that deliver essential business services and foster operational excellence within A&CM. The primary responsibilities of the department include:

  1. Capital planning, financial oversight, and cost estimation for capital initiatives.
  2. Assisting business units in adopting best-practice project management and control frameworks, while enhancing business processes through A&CM's construction management system.
  3. Strategic vendor and contract management, alongside the development of a capital procurement strategy in collaboration with the central Supply Management & Procurement function.
  4. Providing business intelligence services across A&CM and coordinating with the central IT department to address the division's technological requirements.
  5. Supporting business operations (human resources, training, logistics) across A&CM, in close partnership with relevant central functions.

The VP of Strategic Services will be tasked with overseeing and continuously enhancing the operational efficiency of the teams within the department, leveraging data and technology to deliver more strategic, value-added services to other divisions. This role will require close collaboration with the Chief Asset & Capital Management Officer (CACMO) and other senior staff within A&CM, as well as with senior personnel in other divisions such as Finance, Procurement, IT, and HR.

The extensive scope of the Strategic Services Department necessitates that candidates for the VP position possess a remarkable strategic perspective, coupled with the ability to swiftly acquire significant subject matter expertise. Candidates should demonstrate a robust analytical skill set and exceptional data fluency, along with the capability to facilitate cross-functional and cross-divisional collaboration. Experience in leading sizable teams (80+ staff) in either public or private sectors, particularly in a strategic services context, is highly desirable. Familiarity with capital programs/projects, public sector procurement, and operational management will be advantageous, along with the ability to foster consensus within complex organizational structures.

Key Responsibilities
  • Manage and guide Strategic Services team leaders to ensure a clear strategic vision and effective, customer-focused operations.
  • Collaborate with the CACMO and A&CM leadership to optimize the allocation of Strategic Services support throughout the division.
  • Address urgent requests and coordination needs, working closely with senior leaders across A&CM departments and external partners.
  • Lead significant change initiatives as part of the division's comprehensive change program.
  • Act as the senior liaison for the Division, collaborating with NYCHA's Finance, Procurement, IT, HR, and other functions.
Essential Competencies
  • Dynamic Leader & Change Advocate: A proven leader with a track record in organizational strategy, transformation, program management, and operational excellence. A strategic thinker and structured problem-solver capable of driving innovation while managing diverse responsibilities and competing priorities. Experience in facilitating large-scale organizational change with a focus on cross-functional collaboration and resource optimization.
  • Expertise in Core Competencies: Proficient in one or more of the core areas of Strategic Services (e.g., capital project planning, procurement, project controls, business intelligence, human resources management) and able to effectively integrate the department's services for A&CM clients. A strong background in operations or management consulting is a plus, particularly in enhancing data-driven management practices.
  • Effective Communicator: Ability to articulate complex concepts clearly, both verbally and in writing, for diverse stakeholders. Strong political acumen and experience in building relationships and facilitating multi-stakeholder meetings to achieve consensus.
Minimum Qualifications
  1. A bachelor's degree from an accredited institution and three years of full-time experience in an administrative, executive, or consultative role within a large public housing agency; or
  2. Equivalent education and/or experience.
Preferred Qualifications
  • A minimum of 7 years of relevant professional experience in government or public administration, business strategy and operations, management consulting, housing finance and development, capital project management, or a related field, with at least 2 years in a consultative, managerial, or executive role.
  • Proficient in technology, including Microsoft Office Suite, project management software, and data visualization tools. Experience with agile management techniques is preferred.
  • Prior experience in Public or Affordable Housing, or other government agencies, along with knowledge of U.S. Department of Housing and Urban Development, New York State and City regulations is advantageous.
