The City of New York Housing Authority (NYCHA) stands as the oldest and largest public housing authority in the nation, managing over 176,000 apartments and overseeing a citywide Section 8 Leased Housing Program that supports more than 200,000 additional residents. Within NYCHA, the Asset & Capital Management (A&CM) Division plays a crucial role in aligning modernization, development, and strategic asset management efforts. With a capital program valued at $4.5 billion, the A&CM Division is committed to executing comprehensive repairs across NYCHA properties through innovative financing, strong partnerships with residents and stakeholders, strategic data-driven planning, and efficient project delivery.
Position OverviewThe A&CM Division is looking to appoint a Vice President (VP) to spearhead the Strategic Services Department. This department encompasses five teams that deliver essential business services and promote operational excellence throughout A&CM. The primary functions of the department include:
- Capital planning, financial management, and cost estimation for capital initiatives.
- Assisting business units in applying best-practice project management and controls frameworks, while implementing process improvements through A&CM's construction management system.
- Strategic vendor and contract management, alongside executing a capital procurement strategy in close collaboration with NYCHA's central Supply Management & Procurement.
- Providing business intelligence services across A&CM and coordinating with NYCHA's central IT to meet the division's technological requirements.
- Offering business operations support (human resources, training, logistics) across A&CM, in partnership with relevant NYCHA central functions.
The VP of Strategic Services will be tasked with enhancing the operational efficiency of the teams within the department by leveraging data and technology, while delivering strategic, value-added services to other divisions. This role will require close collaboration with the Chief Asset & Capital Management Officer (CACMO) and other senior A&CM staff, as well as leaders from other divisions such as Finance, Procurement, IT, and HR.
The diverse responsibilities of the Strategic Services Department necessitate candidates for the VP role to possess a strong strategic mindset and the ability to rapidly acquire significant subject matter expertise. Candidates should demonstrate a robust analytical skill set, exceptional data fluency, and the capability to facilitate cross-functional coordination. Experience leading large teams (80+ staff) in either public or private sectors, particularly in a strategic services context, is preferred. Familiarity with capital programs/projects, public sector procurement, and operational management is advantageous, along with the ability to foster consensus within complex organizations.
Key Responsibilities- Oversee and guide Strategic Services team leaders to ensure clear strategic direction and effective daily operations focused on customer service.
- Collaborate with the CACMO and A&CM leadership to optimize the allocation of Strategic Services support across the division.
- Address urgent requests and coordination needs, working closely with senior leaders within A&CM and across NYCHA.
- Lead significant change initiatives as part of the division's comprehensive change program.
- Act as the senior liaison for the Division, collaborating with NYCHA's Finance, Procurement, IT, HR, and other departments.
- Effective Leader & Change Advocate: A proven leader with expertise in organizational strategy, transformation, program management, and operational excellence. A strategic thinker capable of driving change and innovation while managing diverse responsibilities and competing priorities. Demonstrated success in facilitating large-scale organizational change with a focus on cross-functional collaboration and resource optimization.
- Subject Matter Expertise: Proficient in one or more core competencies of Strategic Services (e.g., capital project planning, procurement, project controls, business intelligence, human resources management) with the ability to integrate various service offerings effectively.
- Outstanding Communicator: Exceptional verbal and written communication skills, capable of simplifying complex concepts for diverse stakeholders. Strong political acumen and adept at building relationships and facilitating multi-stakeholder meetings to achieve consensus.
- A bachelor's degree from an accredited institution and three years of full-time experience in an administrative, executive, or consultative role within a large public housing agency; or
- Equivalent education and/or experience.
- A minimum of 7 years of relevant professional experience in government or public administration, business strategy and operations, management consulting, housing finance and development, or capital project management, with at least 2 years in a consultative, managerial, or executive capacity.
- Proficient technology skills, including Microsoft Office Suite, project management software, and data visualization tools. Experience with agile management techniques is preferred.
- Prior experience in Public or Affordable Housing, or with other government agencies, is preferred. Knowledge of U.S. Department of Housing and Urban Development, as well as New York State and City regulations, is a plus.
