Salary Range: The actual salary range for this position is $190,000 - $210,000.

The City of New York is home to the largest public housing authority in the nation, overseeing a vast portfolio of over 176,000 residential units and managing a citywide Section 8 Leased Housing Program that supports more than 200,000 additional residents. The Asset & Capital Management (A&CM) Division plays a crucial role in aligning the modernization, development, and strategic asset management efforts of the authority. With a capital program valued at $4.5 billion, the A&CM Division is dedicated to executing comprehensive renovations to housing units through innovative financing strategies, strong collaboration with residents and stakeholders, data-driven portfolio planning, and efficient project delivery and management. This division also aims to future-proof the housing portfolio by integrating cutting-edge building materials, construction techniques, and technology, thereby enhancing residents' living conditions and improving building performance.

Position Overview

The A&CM Division is looking to appoint a Vice President (VP) to oversee the Strategic Services Department. This department consists of five teams that provide essential business services and promote operational excellence within A&CM. The core responsibilities of the department include:

  1. Capital planning, financial management, and cost estimation for capital initiatives.
  2. Assisting business units in applying best-practice project management methodologies and enhancing business processes through A&CM's construction management system.
  3. Strategic vendor and contract management, alongside the development of a capital procurement strategy in close collaboration with the central Supply Management & Procurement function.
  4. Providing business intelligence services across A&CM and coordinating with the central IT function to address the division's technological requirements.
  5. Supporting business operations (human resources, training, logistics) across A&CM, in partnership with relevant central functions.

The VP of Strategic Services will be tasked with overseeing and continuously enhancing the operational efficiency of the teams within the department, leveraging data and technology to deliver more strategic, value-added services to other departments. This role will be pivotal in ensuring the successful implementation of change initiatives that are essential for the division's long-term success. Close collaboration with the Chief Asset & Capital Management Officer (CACMO) and other senior staff within A&CM, as well as with senior personnel in other divisions (e.g., Finance, Procurement, IT, HR), will be critical.

The extensive scope of the Strategic Services Department necessitates that candidates for the VP position possess a strong strategic mindset coupled with the ability to rapidly acquire significant subject matter expertise. Candidates should demonstrate a robust analytical skill set and excellent data fluency, along with the capability to facilitate cross-functional and cross-divisional collaboration. Experience leading teams of comparable size (80+ staff) in either the public or private sectors, particularly in a strategic services context, is highly desirable. Familiarity with capital programs/projects, public sector procurement, and operations, along with the ability to build consensus within complex organizations, is preferred.

Key Responsibilities
  • Manage and guide Strategic Services team leaders to ensure clear strategic direction and effective, customer-focused operations.
  • Collaborate with the CACMO and A&CM leadership to identify efficient allocation of Strategic Services support throughout the division.
  • Address urgent requests and coordination needs, working closely with senior leaders within A&CM departments and across the authority.
  • Lead key change initiatives as part of the division's broader transformation program.
  • Act as the senior liaison for the division, collaborating with NYCHA's Finance, Procurement, IT, HR, and other functions.
Key Competencies
  • Strong Leadership & Change Management: A proven leader with demonstrated capabilities in organizational strategy, transformation, program/project management, and operational excellence. A strategic thinker and structured problem-solver, adept at driving change and innovation while managing diverse responsibilities and competing priorities. A history of facilitating large-scale organizational change with a focus on cross-functional collaboration, process optimization, and resource management.
  • Subject Matter Expertise: An expert in one or more of the core competencies of Strategic Services (e.g., capital project planning, procurement, project controls, business improvement, business intelligence, human resources management) capable of effectively integrating the department's various service offerings to A&CM clients. A strong background in operations or management consulting is advantageous, particularly in enhancing data-driven management practices.
  • Exceptional Communication Skills: Ability to convey information clearly, both verbally and in writing, and to simplify complex concepts for diverse stakeholders. Strong political acumen and experience in building relationships and facilitating multi-stakeholder meetings aimed at achieving consensus on objectives.
Minimum Qualifications
  1. A bachelor's degree from an accredited institution and three years of full-time paid experience in an administrative, executive, or consultative role within a large public housing agency; or
  2. Education and/or experience equivalent to the above.
Preferred Skills
  • A minimum of 7 years of relevant professional experience in government or public administration, business strategy and operations, management consulting, housing finance and development, capital project management, or a related field, with at least 2 years in a consultative, managerial, or executive capacity.
  • Proficient technology skills, including Microsoft Office Suite, project management software, and data visualization tools. Experience with agile management and solution development techniques is preferred.
  • Prior experience in Public or Affordable Housing, or with other government agencies and intergovernmental coordination is preferred. Knowledge of U.S. Department of Housing and Urban Development, as well as New York State and City regulations, is a plus.
