About Us

The Department of Health and Wellness is dedicated to fostering growth and advancement within a vibrant sector that impacts the lives of all Nova Scotians. In collaboration with partners such as the Nova Scotia Health Authority and the IWK Health Centre, we are committed to the continuous enhancement of our healthcare system. Our focus includes collaborative primary health care, improved mental health and addiction support, digital health initiatives, and capital infrastructure. We are rethinking how to plan, fund, legislate, and monitor to enhance access and service delivery. To achieve these goals, we seek leaders who embrace challenges and believe in their capacity to effect positive change.

About Our Opportunity

Under the direction of the Director, System Integration and Partnerships, the Manager of Strategic Health Initiatives is responsible for the successful planning and execution of various strategic initiatives, particularly those related to access, data management, and infrastructure projects. This role ensures that initiatives are developed and executed within budgetary constraints and align with the strategic objectives of the health system. The manager will oversee both formal and informal teams tasked with developing, implementing, and monitoring health system strategies, policies, and standards.

Primary Accountabilities

Key responsibilities include:

  • Formulating and executing plans for strategic health initiatives. Identifying emerging issues and needs, analyzing potential causes, related challenges, key stakeholders, and barriers. Evaluating solutions against various criteria to determine the most effective options.
  • Establishing procedures for strategic integration with guidance from senior management, and overseeing the implementation of these procedures within the Department/Government. Developing elements of a strategic planning framework and recommending enhancements to support strategy execution through policy, process, and standards improvements.
  • Managing relationships with key internal and external stakeholders, acting as a business partner. Facilitating coordination and collaboration across multiple sectors, including the Department, government, health authorities, regulatory bodies, and community organizations.
  • Identifying compliance deficiencies and proposing enhancements to current compliance processes, systems, and procedures within assigned strategic initiatives. Suggesting and implementing innovative improvements to existing practices while managing projects and work streams within the Department's strategic health initiatives.
  • Contributing to the development and implementation of an accountability framework with results-based management tools, processes, and indicators to monitor, measure, and assess risk, impact, and progress of health system performance.
  • Ensuring effective management of financial resources by adhering to procurement guidelines, advising on fund allocation, acquiring goods and services efficiently, and supporting accurate budget forecasting for the fiscal year.
Qualifications and Experience

The ideal candidate will possess a bachelor's degree and several years of progressive experience or an acceptable equivalency. Experience in policy development and analysis, with the ability to interpret data meaningfully, is essential for this role. Strong research skills and the capacity to evaluate complex policies are crucial.

Experience within the healthcare system, along with a solid understanding of policy and planning methodologies, decision-making processes in a governmental context, and the ability to apply this knowledge to complex health issues is required.

Additionally, the candidate should be highly organized, focused on continuous quality improvement, and possess a solution-oriented mindset. The ability to respond to and prioritize a high volume of competing requests is essential. Strong relationship-building skills, self-motivation, and excellent organizational abilities are necessary.

As an effective communicator, the candidate must demonstrate exceptional written and verbal communication skills. Experience in project management is considered a significant asset.

The Government of Nova Scotia has adopted the LEADS Leadership Framework. Candidates will be expected to articulate how they have demonstrated the key behaviors and capabilities necessary for effective leadership in a caring and inclusive environment.
