JOB SUMMARY

The Economic Development Services is tasked with enhancing the City’s economic vitality, sustainability, and diversity through innovative development initiatives and programs. This division aims to position Ottawa as a premier location for living, working, investing, and visiting by fostering strategic partnerships with local, provincial, and federal stakeholders to bolster the local economy and advocate for the City's interests.

In this role, you will be responsible for crafting the strategic vision and providing leadership to the Service, while overseeing the planning, organization, direction, evaluation, and enhancement of its priorities, services, programs, and operations.

Key Responsibilities Include:

  • Facilitating economic expansion and diversification through collaborative partnerships, initiatives, and projects aimed at attracting investments, retaining and expanding businesses, supporting entrepreneurship, promoting community economic development, enhancing tourism, and driving innovation.
  • Developing analytical tools and research initiatives that promote job creation and economic diversification, positioning the City as the preferred destination.
  • Ensuring accountability for overall Service delivery, including defining key performance indicators (KPIs), measuring and reporting on KPIs, identifying and addressing gaps, and achieving strategic and operational objectives within established timelines.

Additionally, you will manage the Service's human and financial resources effectively.

EDUCATION AND EXPERIENCE

A completed four-year university degree in commerce, economics, business administration, public administration, or a related field is required.

A Master’s degree is preferred.

A minimum of ten years of relevant experience in the economic development sector, including at least five years in a managerial capacity overseeing human resources, external contracts, and operating and capital budgets within a complex public organization or private sector entity.

KNOWLEDGE AND SKILLS

  • Understanding of principles and practices related to economic growth and development.
  • Familiarity with project management principles, methodologies, and practices.
  • Knowledge of the City of Ottawa’s operations and governance structure.
  • Awareness of relevant City codes, policies, and procedures.
  • Experience with public-private partnerships and alternative service delivery models.
  • Proficiency in economic, financial, social, and political risk analysis methodologies.
  • Knowledge of public policy and business administration principles.
  • Understanding of the current social, political, business, and economic climates in Ottawa.
  • Familiarity with human resource management practices in a unionized environment.
  • Knowledge of applicable health and safety legislation and protocols to ensure workplace safety.

  • This position requires bilingual proficiency in both of Canada’s official languages, as per the City of Ottawa's Bilingualism Policy.
