Position Overview: The GO Expansion Project Delivery Office is looking for a Senior Manager to provide strategic oversight and management for various corridor capital infrastructure projects from inception to completion. This role is crucial in ensuring projects are delivered on schedule and within the designated budget.
Key Responsibilities:
- Formulate project strategies while delivering comprehensive administrative and technical leadership across multiple corridor project initiatives to guarantee effective coordination and successful outcomes.
- Establish objectives and manage activities throughout the construction phase of railway corridor projects in collaboration with project teams and managers.
- Oversee the pre-construction phase by reviewing and approving plans, schedules, and tender documents to ensure optimal project coordination across railway corridors; evaluate consultant proposals and provide recommendations aligned with strategic goals.
- Implement standards and manage critical milestones by monitoring project parameters (budget, schedule, scope, quality) and regularly updating the Director on project progress.
- Identify potential risks or compliance issues in project activities and recommend appropriate mitigation strategies.
- Develop and manage operational budgets, ensuring adherence to financial constraints and taking corrective actions as necessary.
- Monitor the advancement of capital projects to ensure planning objectives are met within the established timeline and budget, while achieving expected business outcomes.
- Provide strategic direction and directly manage professional staff and project teams.
Qualifications:
- A degree in Applied Science, Engineering, or a related field, or an equivalent combination of education, training, and experience.
- Extensive experience in engineering and project management related to the planning, design, and construction of transit facilities and station infrastructure, including leadership of technical teams.
- Relevant certifications such as PMP or similar, and active membership in professional associations like PEO or PMI are advantageous. Certification in Canadian Rail Operating Rules (CROR) is also beneficial.
- Experience with various project delivery methods, including Design-Build, Design-Bid-Build, and Public-Private Partnerships.
- Knowledge of Contract Law, the Construction Liens Act, the Occupational Health and Safety Act, and the Environmental Assessment Act, along with Human Resources legislation.
- Strong understanding of civil and architectural design principles, with proficiency in engineering applications related to railway corridor infrastructure.
- Demonstrated project management expertise, including budget and schedule oversight, leading cross-functional teams, and ensuring project compliance.
- Experience in vendor management, evaluating project tenders, and reviewing consultant proposals.
- Exceptional problem-solving and interpersonal skills to foster effective relationships and negotiate with various stakeholders.
- Strong communication skills, both oral and written, to present complex ideas clearly and collaborate effectively across all organizational levels.
