NL Health Services is seeking visionary leaders to assume pivotal roles in our evolving provincial health framework. Key Responsibilities
Reporting to a Senior Director in Provincial Health Transformation (Health Systems or Wellbeing), the Chief of Strategic Health Networks (SHNs) will be a leader in network structure and operations, advocating for transformative change through evidence-based practices and innovation. This role is crucial in fostering strategic initiatives within health networks to enhance care delivery, improve health outcomes, establish care standards, and develop pertinent business cases for transformative changes. The successful candidate will collaborate closely with a Medical Lead and Health Transformation leadership, as well as engage with zone leadership, other provincial programs, and external stakeholders as necessary.
The Chief of SHNs will spearhead the formation and activities of SHNs, ensuring inclusive network membership. They will work in partnership with system stakeholders and NLHS leadership to prioritize initiatives and activities focused on quality measures and care standards, aiming to ensure consistency and minimize unwanted practice variations across zones.
The incumbent will be responsible for the ongoing planning, coordination, monitoring, and evaluation of a cohesive provincial approach for assigned SHNs, including key priorities for each network. This role encompasses a provincial scope, collaborating across zones to design and recommend strategies and improvement plans, contributing to knowledge translation and implementation that fosters a culture of quality and drives transformative change, achieving high-quality, targeted, measurable, and sustainable clinical and operational enhancements.
Areas of Responsibility
The Chief of SHNs will oversee various domains, including but not limited to:
- Operational and Strategic Planning: Support the Senior Director Transformation in achieving relevant NLHS strategic and operational objectives. Maintain a system-level approach to SHN planning, providing oversight and effective coordination to facilitate seamless high-quality service delivery.
- Network Operationalization: Serve as the operational lead for the network, responsible for developing a provincial plan that incorporates evidence-based practices and innovations to establish and maintain compliance with operational, service delivery, and population health standards.
- Financial Stewardship and Accountability: While not directly managing day-to-day operations, conduct financial analyses and develop recommendations with financial implications for the organization, ensuring activities within the network are financially rationalized and adequately funded before implementation.
- Visible Leadership, Partnerships, and Relationships: Establish strategic connections among internal and external stakeholders to mobilize resources for shared objectives, ensuring effective communication between all parties.
- Data Analysis, Visualization, and Dissemination: Lead efforts in data capture, analysis, visualization, and dissemination to drive meaningful change, maintaining strong ties to Quality and Learning Systems and Digital Technology.
- Quality Improvement (QI), Knowledge Translation (KT), and Implementation: Provide leadership for QI, KT, and implementation activities relevant to SHN priorities, collaborating with the Health Transformation Office and other stakeholders.
Qualifications
The ideal candidate will possess a transformational mindset with a comprehensive understanding of the health system. They should have experience in building and leading collaborative teams, demonstrating strong evidence-based decision-making, fiscal stewardship, analytical skills, and a proven track record in leading change and quality improvement initiatives. Excellent communication skills, both written and oral, are essential.
Knowledge translation, fostering innovation, and practical experience in data analysis, planning, evaluation, policy development, and project management are required. Candidates should have a minimum of five years of progressive leadership experience, including at least three years in a relevant clinical management role. A baccalaureate degree in a health discipline or related field is required, along with a Master's degree in a health discipline, Business Administration, Health Services Administration, or an equivalent combination of education and experience.
The successful candidate will be a passionate and empathetic leader with exceptional business acumen and interpersonal skills, committed to the LEADS Framework. They must demonstrate the key skills, behaviors, abilities, and knowledge outlined in the five domains of the LEADS in a Caring Environment framework.
