Job Description

Role Summary

The Government of Alberta is seeking a highly skilled Evaluation Specialist to join our team. As an Evaluation Specialist, you will play a critical role in supporting the development and implementation of evaluation projects that inform decision-making and drive improvement strategies across the organization.

Key Responsibilities

  • Support the development of evaluation terms of reference, project charters, implementation plans, and logic models.
  • Lead the development of logic models, evaluation, and outcomes frameworks and evaluation plans.
  • Assist in the planning, design, and implementation of strategic evaluation projects.
  • Maintain knowledge of current and emerging evaluation approaches and development of evaluation best practices.
  • Ensure the results of evaluation projects directly address the information requirements of evaluation users and sponsors.
  • Identify, investigate, or assess departmental evaluation gaps and provide options/approaches for addressing the gap.
  • Prepare briefing materials, options papers, etc.
  • Encourage collaboration across the ministry to optimize program design, processes, and criteria and ensure successful delivery on commitments.
  • Develop and deliver presentations, seminars, workshops, and print materials for the promotion of evaluation throughout the ministry.
  • Actively seek and take advantage of opportunities to build evaluation capacity among staff through participation in working groups, networks, etc.
  • Champion and support ministry-wide or program specific initiatives to drive process improvement.
  • Continually consult staff, partners, and stakeholders to identify examples of promising or innovative approaches to service delivery and business practices.
  • Support the development of dedicated knowledge management plans for major divisional and branch information and knowledge products.
  • Support the development of knowledge management capacity through presentations, support, and through the use and distribution of relevant resources and best practices.
  • Provide internal/external stakeholders appropriate data and other information as required, in a timely manner.
  • Work with the Manager, Performance Measurement, to develop accountability frameworks and reporting to ensure transparency and support continuous improvement.

Qualifications

  • A Bachelor's Degree in Arts, Public Administration, Social Science, or a related field.
  • 4 years progressively responsible related experience.

Equivalencies

  • Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education

Assets

  • Considerable evaluation and research experience is required.
  • Demonstrated experience in stakeholder relations, issues resolution and evaluation development is required.
  • Experience in project management, including database techniques and applications (M365, Visio, MS Project) and ability to prepare documents with charts and visuals.
  • Proven ability to establish positive working relationships with a broad variety of clients and stakeholders and demonstrated success in managing complex issues within short timelines.
  • Self-directed with the ability to work independently and collaboratively with others to achieve timely and quality outputs.
  • Credentialed evaluator (CE) with the Canadian Evaluation Society (CES) is considered an asset.

Knowledge

  • Evaluation approaches and methodologies, including formative, summative and developmental evaluation, logic models, theory of change, and the development of evaluation frameworks and plans.
  • Advanced research methods, evaluation, best-practices and ability to analyze qualitative and quantitative data.
  • Relevant legislation and regulations, policies, business plans, and strategic initiatives of the department.
  • Research, change management, evaluation, and knowledge dissemination processes.
  • Quality assurance, continuous improvement, and performance measurement
