Position Overview

The Payroll Services and Systems Manager is responsible for overseeing the daily operations of payroll services at Douglas College. This role is crucial in ensuring the accurate and timely processing of payroll for all employee groups.

Key Responsibilities

  • Manage payroll execution in accordance with collective agreements and employment terms, ensuring timely remittances to external entities.
  • Supervise the Payroll Supervisor and a dedicated team of Payroll Specialists, providing guidance and support.
  • Authorize payments in line with institutional policies and internal controls.
  • Offer training and technical support to staff regarding government regulations and payroll policies.
  • Ensure comprehensive knowledge of College policies among payroll staff and maintain up-to-date training materials.
  • Facilitate staff development through training and professional growth opportunities.

Payroll Information System Management

  • Identify and document system requirements for necessary modifications.
  • Participate in the implementation of new system functions, ensuring operational integrity through testing and monitoring.
  • Update management and staff manuals to reflect system changes.

Administrative Duties

  • Draft and enforce policies and procedures to comply with relevant legislation and College standards.
  • Review and improve existing business processes and policies.
  • Foster a culture of teamwork and inclusivity within the payroll unit.
  • Manage recruitment, training, and performance evaluations for unionized staff.
  • Support effective employee relations by administering collective agreements and consulting with Human Resources.
  • Ensure continuity of operations through cross-training and professional development.
  • Lead risk management initiatives and contribute to the unit's risk register.
  • Assist in the development and execution of the Business Continuity Plan.
  • Act in the absence of the Associate Director, Payroll and Systems.
  • Exemplify the core competencies of Douglas College.
  • Perform additional related duties as required.

Qualifications

  • A Bachelor's degree in Accounting or Business Administration, along with a Certified Payroll Leadership Professional (PLP, Canada) designation.
  • A professional accounting designation (CPA, Canada) is preferred.
  • A minimum of five years of progressive experience in payroll services, including at least two years in a management role within a unionized environment.
  • Two years of supervisory experience in payroll within a unionized setting.
  • In-depth knowledge of payroll regulations and compliance issues.
  • Experience in managing payroll systems and troubleshooting related issues.
  • Strong decision-making abilities and excellent interpersonal communication skills.
  • Proficient written and verbal communication skills, with the ability to prepare professional documents.
  • Exceptional organizational and administrative skills, with the capacity to work effectively under pressure.
  • Experience in business process design and improvement.
  • Advanced Excel skills and strong analytical capabilities.
