Position Summary

The Senior Municipal Project Manager - Roads is tasked with the comprehensive oversight and direction of municipal roadway initiatives within our civil engineering division. This position demands exceptional leadership skills, technical proficiency in municipal operations, and the ability to navigate intricate projects while ensuring alignment with project goals, financial constraints, and timelines.

Key Responsibilities

  1. Leadership and Project Direction:
    1. Project Oversight: Provide strategic guidance and leadership for municipal roadway projects, ensuring thorough planning, scheduling, and execution from initial concept to final delivery.
    2. Financial and Resource Management: Secure and manage client timelines and budgets, organizing team efforts to comply with contractual obligations, timelines, and hourly targets. Supervise project finances, regulate expenditures, and track progress for optimal resource utilization and timely project completion.
    3. Client Engagement and Decision-Making: Act as the main liaison for clients, obtaining approvals, making definitive decisions regarding project scope, and pursuing additional work as necessary to fulfill all project requirements and client expectations.
    4. Business Growth: Identify and pursue new business opportunities with both new and existing clients, nurturing strong client relationships, and actively engaging in industry and community organizations.
  2. Technical Leadership and Quality Control:
    1. Technical Guidance: Conduct technical assessments, ensuring adherence to industry standards and regulations, while recommending enhancements.
    2. Quality Assurance: Ensure compliance with the firm's quality management protocols, maintaining high standards in deliverables and client service.
    3. Construction Management: Oversee and review construction documentation, budgets, and estimates, ensuring timely project closure and adherence to internal processes.
    4. Subconsultant Management: Coordinate with subconsultants on a project-specific basis, ensuring their contributions align with project objectives and quality benchmarks.
  3. Team Development:
    1. Provide mentorship and guidance to project management and technical personnel, fostering a supportive and professional environment.
    2. Assist in workforce planning and development activities, including recruitment, onboarding, and training of new team members.
    3. Delegate tasks, evaluate performance, and promote professional growth through performance reviews and constructive feedback, recommending training and development opportunities.
    4. Establish and implement procedures and controls to enhance project management effectiveness and team productivity.
  4. Policy and Financial Governance:
    1. Stay informed on regulatory policies and changes, build relationships with regulatory bodies, and develop departmental policies that align with organizational goals and industry best practices.
    2. Manage project budgets, ensuring prudent financial decisions and accountability for expenditures. Monitor project financials and team hours to guarantee efficiency in time and budget management, holding project staff accountable for compliance with financial and scheduling standards.
  5. Cross-Departmental Collaboration:
    1. Facilitate the coordination of project activities with other departments, ensuring seamless integration of services and expertise.
    2. Communicate effectively with internal and external stakeholders to ensure transparency and collaboration throughout the project lifecycle.
  6. Additional Duties: Support various tasks and projects as assigned by supervisors or senior team members to contribute to the overall success of the team and organizational objectives. Qualifications

  • Bachelor's degree or diploma in Civil Engineering or a related discipline.
  • Professional designation as a P.Eng. (Professional Engineer) or C.E.T. (Certified Engineering Technologist) in Ontario. PMP (Project Management Professional) certification is an asset.
  • Over 10 years of progressively responsible experience in municipal project management, showcasing a successful history in managing diverse projects of varying scales and complexities within a consulting engineering or municipal context.
  • Extensive experience in local and arterial roadway design, stormwater management, environmental assessments, and report generation.
  • Proficient in project management software and municipal management tools.
  • Strong grasp of project budgeting, financial oversight, and resource allocation.
  • Exceptional leadership capabilities with the ability to guide, mentor, and cultivate high-performing project teams.
  • Demonstrated ability to manage and coordinate multidisciplinary professionals typically involved in project teams.
  • Proven expertise in client relations, project management, and business development with a focus on delivering project excellence.
  • Strong strategic planning and decision-making skills aimed at achieving long-term objectives and organizational growth.
  • Outstanding verbal and written communication skills, capable of engaging effectively with clients, stakeholders, and team members.
  • Excellent interpersonal skills, facilitating productive interactions and collaborations.
  • Adept at analyzing complex municipal issues, devising innovative solutions, and making informed decisions.
