The Capital and Maintenance Program Analyst plays a crucial role in ensuring the smooth business operations related to the Capital and Maintenance initiatives and associated expenditures within the Planning, Engineering & Modernization Division. Key responsibilities encompass: developing and maintaining high-level schedules, conducting data collection and analysis, identifying trends and gaps, and generating reports pertinent to the Capital and Maintenance Work Programs.

PRIMARY RESPONSIBILITIES:

  • Formulates and sustains construction and design timelines to support Program Management.
  • Evaluates discrepancies and trends across various programs and portfolios.
  • Compiles reports concerning the status and outcomes of program delivery.
  • Detects discrepancies and trends, performing analyses to ascertain root causes while proposing actionable solutions.
  • Collects data, executes data analysis, and produces reports while ensuring data integrity.
  • Leads initiatives for process and tool/system enhancements as well as process mapping activities in alignment with continuous improvement efforts.
  • Collaborates with internal and external stakeholders to facilitate the successful coordination and execution of programs.
  • Recognizes opportunities for workflow automation using available tools and systems.
  • Identifies potential enhancements to analytics and decision support through visualization software.
  • Develops and maintains reporting applications, forms, and tailored databases.
  • Conducts periodic assessments and monitoring of operational data for quality assurance purposes.
  • Engages in corporate-wide initiatives to bolster overall business strategy.
  • Aids in the preparation of rate applications to regulatory bodies, including drafting narratives and assisting with inquiries related to Capital/Maintenance Execution Work Programs.
  • Undertakes additional responsibilities as assigned.

QUALIFICATIONS:

  • Bachelor’s degree in Business Administration, Business Technology, Analytics, or a related discipline.
  • Three to five years of experience in schedule development, data analysis, gap analysis, report generation, workflow automation, business process design, business intelligence, and performance management.
  • Proficient in Microsoft Office applications, with advanced knowledge in MS Excel, MS Project, MS Access, and MS Word.
  • Familiarity with Tableau and Alteryx is considered advantageous.
  • Minimum of three years of experience in business process redesign, project analysis, identifying improvement areas, and developing new initiatives.
  • Additional certifications such as Business Analyst Professional (CBAP), Six Sigma, or Data Science are beneficial.
  • Understanding of project/program management principles and methodologies; Project Management Professional (PMP) designation is a plus.
  • Exceptional verbal and written communication skills.
  • Strong analytical and business solution development capabilities, with a proven ability to thrive in a dynamic environment.
  • Capacity to proactively identify at-risk business areas based on data and KPI analysis.
  • Ability to establish statistical tracking methodologies for performance measurement against quality standards.
  • Skilled in developing reliable feedback systems and tracking mechanisms.
  • Experience in process mapping and procedure documentation.
  • Strong business and strategic thinking skills.

Toronto Hydro has implemented a Hybrid Work Arrangement, allowing for remote work up to three days per week based on business requirements. Employees are expected to be onsite when necessary for activities deemed more effective in person.
