Job Overview:

The Senior Manager of Project Controls is a pivotal position within the IT Program Management team at the Healthcare of Ontario Pension Plan Trust Fund Company. This role is essential for the successful execution of strategic initiatives within the Project Management Office (PMO). Reporting directly to the Director of IT Program Management, the Senior Manager is responsible for overseeing project governance, reporting, and execution across the IT PMO Program Book, ensuring compliance with established standards and processes.

Key Responsibilities:

  • Project Management Processes: Develop and refine project management processes and standards, focusing on execution, change management, and software development lifecycle (SDLC) adherence.
  • Documentation and Training: Create and maintain documentation related to roles, responsibilities, training programs, and performance metrics.
  • Project Documentation: Assist in the preparation of essential project documents, including budgets and schedules.
  • Policy Compliance: Collaborate with Security, Audit, Risk, and Governance teams to ensure adherence to organizational policies.
  • Governance Support: Facilitate all PMO processes, including governance and reporting mechanisms.
  • Change Management: Develop and implement strategies for effective change management.
  • Standards Monitoring: Oversee project sites to ensure alignment with documented standards.
  • Process Communication: Update and disseminate IT PMO processes and standards as necessary.

Reporting and Metrics:

  • Track project progress and generate comprehensive status reports.
  • Collect and report updates for key risk indicators (KRIs) within the PMO.
  • Work alongside program and project managers to prepare governance reports.
  • Assist in identifying and reporting key performance indicators (KPIs).
  • Support essential activities for steering committees and board meetings.
  • Prepare tailored presentations for various audiences.

Stakeholder Engagement:

  • Work with the Agile Centre of Excellence to ensure alignment of PMO standards.
  • Promote a high-performance and inclusive workplace culture.
  • Assist in tracking the overall program budget and resource allocation.

Qualifications:

  • Bachelor's degree in Information Technology, Business Administration, or a related discipline.
  • PMP certification or equivalent is preferred.
  • A minimum of 8 years of project management experience, particularly in IT projects.
  • Experience in a PMO setting within a large organization.
  • Familiarity with project management tools and software.
  • Foundational knowledge of Agile methodologies.
  • Proven experience in overseeing project managers and ensuring compliance with processes.
  • Exceptional project management skills with a keen attention to detail.
  • Strong communication, organizational, and coordination abilities.
  • Demonstrated success in managing stakeholder relationships.
