Job Overview
The role of the Program Officer is a permanent full-time hybrid position.

In this capacity, the Program Officer reports directly to the Director of International Programs and is responsible for providing strategic guidance and effective oversight to a diverse portfolio of programs, particularly focusing on Crisis Response initiatives.

The Program Officer collaborates with program partners to facilitate the design and planning of initiatives, development of proposals, monitoring of project execution, evaluation of outcomes, and preparation of comprehensive reports.

This position entails reviewing plans and proposals to ensure they align with the International Programs Framework and adhere to global best practices. The Program Officer also oversees the implementation of programs, ensuring that expected outcomes and budgetary requirements are met through timely monitoring and communication with partners.

Additionally, the role includes managing food assistance programs and facilitating capacity development training for partners.

Key Responsibilities

  • Collaborate with international program partners and PAOC global workers to manage the portfolio of Crisis Response programs.
  • Assist program partners in the design, planning, implementation, monitoring, and reporting of initiatives.
  • Conduct timely reviews of new crisis response applications and oversee the implementation of approved programs.
  • Engage proactively with international program partners and PAOC global workers to provide guidance and support for ongoing programs and enhance partner capacity.
  • Monitor crisis response programs actively to ensure their effectiveness, compliance with best practices, and adherence to programming policies.
  • Develop and implement reporting tools, managing and analyzing program data to compile consolidated reports using various data management tools.
  • Create and facilitate platforms for enhanced communication, peer support, and learning opportunities between ERDO and its partners.
  • Conduct monitoring trips to crisis response program locations, which may require international travel.
  • Build relationships and develop networks with PAOC districts, local church leadership, and other domestic stakeholders.
  • Collaborate with the CEO, Director of International Programs, and key stakeholders to develop frameworks and procedures for domestic crisis response programs.
  • Monitor developing crises alongside PAOC districts and local churches.
  • Review domestic crisis response proposals and implement newly approved responses.
  • Manage a portfolio of domestic crisis response programs, often in partnership with PAOC districts and local churches.
  • Provide support to implementing partners in the design, planning, implementation, monitoring, and reporting of crisis response initiatives.
  • Ensure effective monitoring of programs, aligning them with humanitarian best practices and compliance standards.
  • Manage, analyze, and compile program data and reports using various data management tools.
  • Engage proactively with local partners to provide guidance and support for ongoing crisis responses and enhance partner capacity.
  • Provide regular updates and reports to stakeholders regarding activities within the program portfolio.
  • Ensure the collection, organization, and archiving of data and reports.
  • Collaborate with relevant staff on communication and financial matters.
  • Support the preparation of donor appeals and respond to donor inquiries as necessary.
  • Participate actively in training, workshops, and other learning opportunities to enhance skills related to community development, crisis response, and program management.
  • Attend relevant meetings, working groups, and workshops to stay informed and engaged.
  • Conduct independent research and reading to stay updated on relevant literature and reports.
Required Skills

  • Strong understanding of principles and trends in the humanitarian aid sector.
  • Familiarity with results-based management.
  • Excellent written and verbal communication skills in English.
  • Exceptional organizational skills and attention to detail.
  • Ability to make informed decisions within the scope of authority.
  • Initiative and capability to manage multiple tasks efficiently.
  • Proficiency in developing and implementing process improvements.
  • Ability to manage tight deadlines and adapt to changing circumstances.
  • Experience working effectively in a collaborative team environment.
  • Strong interpersonal skills to foster positive working relationships.
  • High proficiency in Microsoft Office and online communication tools.
  • Willingness to travel internationally as required.

  • Proficiency in a language relevant to the organization's programming portfolio is an asset.
Education Required

  • A university degree in a relevant field.
Experience Required

  • 3-5 years of experience in a similar role or relevant work experience.
  • Field experience in community development or crisis response programs is advantageous.
