The Lead Policy Advisor – Aquatic Ecosystems will report to the Senior Conservation Biologist – Freshwater Ecology and will provide policy guidance and strategic insights to enhance CWF's advocacy efforts regarding regulatory and management practices employed by Fisheries and Oceans Canada and Environment and Climate Change Canada concerning the Fisheries Act. Key focus areas include fish passage management and small-scale projects. The Lead Policy Advisor will analyze and synthesize both national and international trends and regulatory frameworks, formulating recommendations for enhancements. This role involves collaboration with a team of biologists and spatial analysts at CWF, as well as external conservation partners. Ideal Candidate Profile:
  • Exceptional communication skills (both written and verbal) in English, with proven professional writing experience.
  • In-depth understanding of the Fisheries Act habitat-protection provisions, including historical changes and their implications.
  • Ability to critically analyze and strategize within political and bureaucratic contexts.
  • Strong interpersonal skills, sound judgment, and a high degree of initiative and adaptability.
  • Capacity to work independently while also thriving in a team environment.
  • A genuine passion for wildlife conservation and recovery.
Key Responsibilities:
  • Provide strategic policy recommendations and prepare briefing notes, reports, and statements on behalf of the organization.
  • Evaluate Canada's regulatory frameworks for aquatic barriers and small projects, identifying strengths and weaknesses.
  • Conduct research and analysis of international fish-habitat management frameworks, highlighting successful models and case studies.
  • Propose reforms and enhancements to provincial and federal legislative, regulatory, and policy frameworks to bolster fish habitat protection.
  • Engage with other NGOs, Indigenous organizations, scientists, government officials, and industry stakeholders to gather insights on fish habitat protection and improvement opportunities.
  • Represent the organization in external committees and working groups, assisting in the development of joint letters and submissions.
  • Perform additional duties as assigned.
Qualifications:
  • A university degree coupled with 3-5 years of relevant experience in related fields (Biology, Environmental Studies, Law, or Public Policy).
  • Experience in reviewing and analyzing laws, regulations, and government policies.
  • Familiarity with working alongside Indigenous Peoples.
  • Experience in conducting literature reviews and managing extensive data sets.
  • Proficient in writing professional papers, reports, and critical analyses.

Working Conditions:
  • Full-time contract position for 1-year.
  • Location: The ideal candidate will work from CWF's head office, with the option for hybrid work arrangements. Remote candidates from anywhere in Canada are also welcome to apply.
