Job Summary

Halifax Water is seeking a highly skilled and experienced Safety and Compliance Specialist to join our team. As a key member of our Regulatory Services department, you will play a critical role in ensuring that our organization meets all legislative safety standards and regulations.

Key Responsibilities
  • Assist in the development, implementation, evaluation, and maintenance of audits, including Motor Vehicle Inspection (MVI) Compliance and Commercial Vehicle Compliance, and the Occupational Health and Safety (OHS) Manual.
  • Monitor field work completed by both 3rd parties and Halifax Water, conducting field and document safety audits, including hazard analysis, regular job site inspections for safe work procedures (SWP), written reports, and recommendations ensuring compliance with all safety regulations and Standard Operating Procedures (SOP).
  • Oversee and monitor SOP/SWPs by planning, designing, developing, implementing, evaluating, and updating safety programs and documentation.
  • Assist in the preparation, delivery, and maintenance of training required for employees, contractors, and visitors as required, and training records.
  • Responsible for the inspections, evaluation, and maintenance of Personal Protective Equipment (PPE), occupational health and safety/emergency response tools, equipment, supplies, and communication boards.
  • Ability to oversee OHS manual/safety management system and SOP/SWP revisions and/or development.
  • Conduct OHS inspections, vehicle inspections (gate checks), audits, reports, and training as required.
  • Train in-house or oversee third-party OHS and equipment training as required.
  • Review OHS criteria and audit contractor requirements for capital and special projects as required.
  • Oversee the overall PPE evaluation in consultation with Joint Occupational Health and Safety Committee (JOHSC) and procurement.
  • All other health, safety, and security duties as required.
Requirements
  • Post-Secondary education in a related field with professional certifications in the area of occupational health and safety.
  • Must have, or be working towards obtaining, the Certified Health & Safety Consultant (CHSC) designation or equivalent.
  • Five years of experience in an Occupational Health and Safety background with related experience in JOHSC, training, conducting risk assessments, and audits.
Preferred Qualifications
  • Certified Health and Safety Consultant (CHSC) or working towards obtaining.
  • Canadian Registered Safety Technician (CRST) considered an asset.
  • Construction Safety Officer/Supervisor (CSO/CSS) considered an asset or working towards obtaining.
  • Trenching, Excavation, Fall Arrest, Confined Space, and Lock Out Tag Out training and experience.
  • Certificate in a Train the Trainer Program/Adult Education considered an asset.
  • Certification as an auditor considered an asset.
  • Previous education and experience operating and/or instruction in the safe operation of heavy equipment.
  • Must not have been convicted of any criminal offence that would reflect negatively on the security profession or impact the ability to obtain required certification.
  • Must have a valid NS driver's license.
  • Must complete and pass a security background check.
  • Must be willing to undertake and maintain the following safety training: First Aid, Globally Harmonized System (GHS) (Formerly WHMIS), Additional safety training as identified based on legislative and operational requirements.
