POSITION OVERVIEW: Under the general guidance of the Supervisor – Municipal Enforcement Services, this role involves executing responsibilities related to the enforcement and application of municipal by-laws, including but not limited to parking, traffic, and animal control, as well as all relevant provincial statutes applicable to municipalities, with the exception of duties assigned to property standards officers as per the Building Code Act.

KEY RESPONSIBILITIES:

  • Conducts patrols and proactively monitors for potential violations; responds to service calls and determines the appropriate course of action. Provides assistance to MLEO I (Cadet) and MLEO II (Compliance Officer) in cases leading to court proceedings, as necessary.
  • Supports MLEO IV Coach Officers in matters concerning licensing and property standards, without issuing section 15.1 orders as a Property Standards Officer under the Building Code Act.
  • Prepares, serves, and issues documents authorized under the Provincial Offences Act, including charges under Parts I & III, Parking Infraction Notices under Part II, and all by-law related correspondence, notices, or other documents authorized by various acts.
  • Accurately completes required affidavits and retains necessary evidence for court in accordance with the Ontario Evidence Act and established standards.
  • Collects and preserves evidence, preparing it for court, including fulfilling complete disclosure requests.
  • Attends court sessions, hearings, and trials, providing testimony under oath regarding the prosecution of offences or related matters, as required.
  • Maintains an Officer notebook to professional standards in compliance with divisional procedures.
  • Coordinates necessary work by third-party contractors to ensure compliance with orders and notices; attends work sites as needed and ensures contractors fulfill their obligations.
  • Acts as a project lead or participant in collaborative enforcement initiatives involving multiple officers aimed at achieving compliance and public education objectives.
  • Collaborates with external MLEOs, Police, Fire, EMS, Thunder Bay District Health Unit, community and civic inspection agencies, government bodies, and related regulatory organizations, as directed.
  • Compiles and maintains both electronic and paper records, including inspection files, databases, and departmental logs, as required.
  • Provides support to other MLEOs in accomplishing their core responsibilities and serves as backup in urgent situations.
  • Assists Coach Officers as necessary.
  • Performs other related duties as assigned.

QUALIFICATIONS:

Education/Experience:

  • Completion of a diploma in law enforcement or a related discipline, along with successful completion of MLEO Foundations training or equivalent; and
  • A minimum of two years' experience as a designated MLEO with municipal parking or animal handling experience; or
  • Three years' experience as an MLEO II (Compliance Officer).

Skills/Abilities:

  • Ability to interpret and apply by-laws, government legislation, municipal policies, and operational guidelines accurately.
  • Effective communication skills, both verbal and written, with the ability to maintain Officer notebooks to professional standards.
  • Capability to work independently as well as collaboratively within a team.
  • Proficient in conflict resolution.
  • Ability to interact with the public in a courteous and tactful manner.
  • Working knowledge of the Occupational Health and Safety Act as it pertains to this role.
  • Basic proficiency in word processing and spreadsheet software.
  • Possession of a valid Class 'G' Ontario Driver's Licence or equivalent, and must meet the definition of a competent driver as defined by the Corporation.

EMPLOYMENT CONDITIONS:

  • Must maintain competency as a driver as defined by the Corporation.
  • Physical capability to perform essential job duties is required.
  • May need to provide a successful driver's record (uncertified).
  • Participation in designated training and skills development opportunities is mandatory.
  • Successful completion of a Criminal Record and Judicial Matters Check (CRJMC) is required.
  • Availability to work shifts, including evenings, weekends, and statutory holidays.
