POSITION OVERVIEW: Under the general oversight of the Supervisor – Municipal Enforcement Services, this role involves executing responsibilities associated with the enforcement and application of all municipal regulations, including but not limited to parking, traffic, and animal control, as well as relevant provincial statutes applicable to municipalities, excluding actions designated for property standards officers as outlined in the Building Code Act.
KEY RESPONSIBILITIES:
- Conducts patrols and proactively monitors for potential violations; responds to service requests and determines suitable actions. Provides assistance to MLEO I (Cadet) and MLEO II (Compliance Officer) when court proceedings arise or as necessary.
- Supports MLEO IV Coach Officers in licensing and property standards situations, without issuing section 15.1 orders as a Property Standards Officer under the Building Code Act.
- Prepares, serves, and issues all documents authorized under the Provincial Offences Act, including but not limited to laying charges under Parts I & III, or Parking Infraction Notices under Part II, as well as by-law related letters, notices, or other documents sanctioned by the Municipal Act, Planning Act, Building Code Act, and other provincial legislation, including Administrative Monetary Penalty notices.
- Accurately completes required affidavits for documents and processes, retaining evidence necessary for court in accordance with the Ontario Evidence Act and established standards.
- Collects and secures evidence, preparing it for court, including fulfilling complete disclosure requests.
- Attends court sessions, hearings, and trials, providing testimony under oath related to the prosecution of offences or hearings as required.
- Maintains an Officer notebook to professional standards in line with divisional procedures, as directed.
- Coordinates necessary work by third-party contractors to ensure compliance with orders, notices, and other authorizations; visits work sites as needed, ensuring contractors adhere to applicable contracts and fulfill required duties; offers support to other MLEOs on-site.
- Acts as a project lead or participant in organized enforcement initiatives involving multiple officers that target enforcement/compliance, public education, and awareness objectives.
- Collaborates with and assists external MLEOs, Police, Fire, EMS, Thunder Bay District Health Unit, community and civic inspection agencies, government entities, and related regulatory bodies as directed.
- Compiles and maintains both electronic and paper records as directed, including but not limited to inspection files, records, databases, and other departmental forms or logs, including notebooks, as required.
- Supports other MLEOs in accomplishing their core assignments and serves as backup in urgent situations.
- Assists Coach Officers as needed.
- Performs additional related duties as assigned.
QUALIFICATIONS:
Education/Experience:
- Completion of a diploma in law enforcement or a related field, along with successful completion of MLEO Foundations training or equivalent; and
- A minimum of two years' experience as a designated MLEO with municipal parking or animal handling experience; or
- Three years' experience as an MLEO II (Compliance Officer).
Skills/Abilities:
- Ability to interpret and accurately apply by-laws, government legislation, municipal policies, and operational guidelines.
- Effective communication skills, both verbal and written, with the ability to maintain Officer notebooks to professional standards in line with divisional procedures.
- Capability to work independently and collaboratively within a team.
- Proficient in conflict resolution.
- Ability to interact with the public in a courteous and tactful manner.
- Working knowledge of the Occupational Health and Safety Act as it pertains to this role.
- Basic proficiency in word processing and spreadsheet software.
- Possession of a valid Class 'G' Ontario Driver's Licence or equivalent.
- Must meet the definition of a competent driver as defined by the Corporation.
EMPLOYMENT CONDITIONS:
- Must maintain competency as a driver as defined by the Corporation.
- Must be physically capable of performing the essential duties of the job class.
- May be required to provide a successful driver's record (uncertified).
- Must participate in and successfully complete all designated training and skills development opportunities as required by the Corporation.
- Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC).
- Willingness to work shifts, including evenings, weekends, and statutory holidays.
