POSITION OVERVIEW: Under the general guidance of the Supervisor – Municipal Enforcement Services, this role encompasses the responsibilities associated with the enforcement and application of all municipal regulations, including but not limited to parking, traffic, and animal control, alongside relevant provincial statutes applicable to municipalities.

KEY RESPONSIBILITIES:

  • Conducts regular patrols to monitor and address potential violations; responds to service calls and determines the necessary course of action. Provides assistance to junior officers during court proceedings or as needed.
  • Collaborates with senior officers in matters related to licensing and property standards, without issuing orders as a Property Standards Officer.
  • Prepares and issues documents authorized under the Provincial Offences Act, including charges and notices related to municipal by-laws.
  • Accurately completes affidavits and maintains evidence in accordance with the Ontario Evidence Act.
  • Collects and preserves evidence for court, ensuring compliance with disclosure requirements.
  • Represents the department in court, providing testimony related to enforcement actions as required.
  • Maintains detailed records in an officer's notebook, adhering to professional standards.
  • Coordinates with external contractors to ensure compliance with orders and regulations, providing oversight and support as necessary.
  • Participates in organized enforcement initiatives that involve multiple officers, focusing on compliance and public education.
  • Engages with various agencies, including police, fire services, and health units, to foster collaboration and support.
  • Maintains both electronic and physical records, including inspection files and departmental logs.
  • Provides assistance to fellow officers in their duties and acts as a backup in urgent situations.
  • Supports senior officers as required.
  • Performs additional related duties as assigned.

QUALIFICATIONS:

Education and Experience:

  • Completion of a diploma in law enforcement or a related discipline, along with successful completion of MLEO Foundations training or equivalent; and
  • A minimum of two years' experience as a designated MLEO with experience in municipal parking or animal control; or
  • Three years' experience as an MLEO II (Compliance Officer).

Skills and Abilities:

  • Ability to interpret and apply municipal by-laws, government legislation, and operational policies effectively.
  • Strong communication skills, both verbal and written, with the ability to maintain professional standards in documentation.
  • Capable of working independently as well as collaboratively within a team.
  • Proficient in conflict resolution and public engagement.
  • Knowledge of the Occupational Health and Safety Act as it pertains to this role.
  • Basic proficiency in word processing and spreadsheet applications.
  • Possession of a valid Class 'G' Ontario Driver's License or equivalent.
  • Meets the criteria for a competent driver as defined by the organization.

  • Physical capability to perform essential job functions is required.
  • Participation in training and skill development opportunities is mandatory.
  • Successful completion of a Criminal Record and Judicial Matters Check (CRJMC) is required.
  • Availability to work shifts, including evenings, weekends, and holidays.
