Position Overview:

In this role, you will oversee the resources of an Operations Unit, which entails the formulation, execution, and assessment of an annual work agenda that guarantees the timely completion of scheduled tasks within the allocated budget. You will create a strategic framework aligned with the Department's objectives, manage work teams and administrative personnel, and ensure prompt and effective responses to incidents and winter weather challenges. Additionally, you will maintain the roadway and right-of-way elements to meet the required service standards.

Key Responsibilities:

  • Utilize leadership abilities and technical knowledge to direct work crews, ensuring safe and efficient highway operations, equipment handling, and incident response during adverse weather conditions. Responsible for hiring qualified personnel and conducting performance evaluations.
  • Develop, implement, and modify the annual work program, monitoring the execution of the Operations work plan to ensure quality and timely completion of maintenance activities.
  • Conduct visual inspections of roadways and right-of-way features to prioritize maintenance needs and ensure compliance with safety standards for all routes within the Unit's jurisdiction.
  • Oversee the Unit's budget, ensuring that expenditures comply with State Procurement regulations and remain within the established guidelines.
  • Initiate projects for submission to construction and pavement preservation programs, and review technical specifications for maintenance contracts.
  • Engage in the Arizona Management System and the Department's Continuous Improvement initiatives within your District and Unit.
  • Monitor Right-of-Way Permits for adherence to specifications and departmental standards.
  • Review plans and specifications, participate in field assessments, and provide technical insights for roadway construction and preservation projects.

Required Knowledge, Skills, and Abilities:

  • In-depth understanding of ADOT's mission, federal and state regulations, and best practices in highway construction and maintenance.
  • Proficient in safety protocols, managerial practices, and contract administration.
  • Strong leadership, time management, and communication skills.
  • Able to analyze complex maintenance issues and recommend effective solutions.
  • Capable of developing and maintaining accurate records and reports.

Preferred Qualifications:

The ideal candidate will possess one year of experience as a Highway Operations Tech 4 or three years as a Highway Operations Tech 3, or equivalent experience in highway operations and maintenance. A high school diploma or GED is preferred.

Pre-Employment Requirements:

This position necessitates a valid Arizona Class D Driver License. All newly hired State employees must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
