Job Overview:

Oversee the resources of an Operations Unit, which encompasses: developing, executing, and assessing an annual work agenda to ensure that scheduled tasks and production align with the allocated budget; formulating a strategic plan that aligns with the Department's objectives; supervising work teams and administrative personnel; ensuring prompt and effective incident and winter storm management; and maintaining roadway and right-of-way features to meet the expected service standards. Additionally, responsible for the proper functioning and upkeep of the light and heavy equipment fleet assigned to the Unit; guarantee that operators receive adequate training and qualifications as per the Equipment Operator Training Evaluation Program; ensure that work teams are well-trained and adhere to the Manual of Uniform Traffic Control and the department's traffic control supplements. Provide insights into the project development process: suggest locations for new construction and improvement projects; collaborate with the Operations Superintendent and the ADE to identify areas for spot repairs and major pavement rehabilitation projects; review plans and specifications; conduct project assessments, participate in field reviews, and offer technical support. Ensure the public's investment in the highway system is preserved and safe for travel. Key Responsibilities:

• Utilize leadership skills and technical knowledge to oversee work crews, ensuring safe, efficient, and effective highway operations, equipment operation, and incident response during weather events. Recruit qualified personnel. Conduct performance evaluations and initiate disciplinary actions as necessary. Ensure staff receives proper training.

• Develop, implement, and modify the annual work program. Monitor the execution of the Operations work plan to guarantee quality, timeliness, and proper performance of operational and maintenance tasks. Schedule Highway Operation Technicians, equipment, materials, and contractors as needed to fulfill assigned duties.

• Conduct visual inspections of roadway and right-of-way features to identify maintenance priorities and requirements. Responsible for inspecting highway features to ensure compliance with design standards and current safety regulations for all Interstate, US, and State routes within the Unit's jurisdiction.

• Supervise the Unit's budget to ensure expenditures comply with State Procurement laws and policies, remaining within guidelines for work accomplishments. Manage personnel, ERE, contracts, and OOE expenditures to keep the unit within budgetary limits.

• Develop projects for submission to construction and pavement preservation programs. Responsible for creating and reviewing technical specifications for maintenance contracts, managing contracts and service agreements to ensure compliance, providing technical input for the acquisition of new or replacement equipment, and devising strategies to address roadway deficiencies.

• Engage in the Arizona Management System and the Department's Continuous Improvement initiatives within your District and Unit.

• Oversee Right-of-Way Permits work to ensure compliance with permit specifications and departmental standards. Monitor right-of-way for unauthorized encroachments.

• Review plans, specifications, and project assessments, participate in field reviews, and provide technical input on roadway construction improvement and preservation projects. Offer technical support to Construction Units and the Permits office during construction activities.

Knowledge, Skills & Abilities (KSAs):
Knowledge of:

• Comprehensive understanding of ADOT's mission and objectives; federal, state, and agency laws, regulations, policies, and procedures.

• Techniques, practices, tools, and equipment utilized in highway construction and maintenance.

• Safety protocols, including the Manual of Uniform Traffic Control Devices (MUTCD) and Occupational Safety and Health Administration (OSHA) requirements.

• Managerial practices and supervisory techniques; state and department regulations governing procurement policies; contract specifications and administration.

• Road and roadside materials; hydraulic principles related to drainage facility maintenance; MUTCD and department traffic control requirements.

• Incident response and management techniques, as well as local emergency management protocols and winter storm management principles.

Skills in:

• Leadership, time management, written and verbal communication, and interpreting plans, standards, and specifications.

• Conducting on-the-job training, visual analysis, computer proficiency; negotiation and conflict resolution, and customer service.

• Utilizing data from the National Weather Service and ADOT Roadway Weather Information System.

• Implementing Incident Command Structure.

• Appropriately applying anti-icing and de-icing chemicals.

• Managing change and implementing new programs and processes.

Ability to:

• Plan, organize, supervise, assign, inspect, and evaluate the work of others.

• Motivate and assess staff while providing for their training and development.

• Analyze complex highway maintenance issues, evaluate alternatives, and recommend or adopt effective solutions.

• Develop and implement work standards.

• Prepare and maintain clear and concise records, reports, and other written materials.

• Exercise independent judgment and initiative within established guidelines and policies.

• Establish and maintain effective relationships with both external and internal stakeholders.

• Coach and develop employees, including practices and principles of continuous improvement.

Selective Preference(s):
The ideal candidate for this role will possess:

One (1) year of experience as a Highway Operations Tech 4, or three (3) years of experience as a Highway Operations Tech 3, or equivalent experience in a Highway Operations and Maintenance role. A High School diploma or GED is preferred.

Pre-Employment Requirements:
This position necessitates possession of a valid Arizona Class D Driver License.
