About the Role

We are seeking a highly skilled Market Access and Spectrum Policy Manager to join our team at Telesat Canada. As a key member of our regulatory affairs team, you will be responsible for leading our engagement with regulators in the Middle East and Africa, with the aim of facilitating, obtaining, and protecting market access and spectrum rights for our satellites and services.

Main Responsibilities
  • Regulatory Engagement: Directly engage with national regulatory authorities in the region to secure new licenses/authorizations and maintain existing ones.
  • Documentation Preparation: Prepare documentation in support of the license/authorization application process.
  • Negotiation and Advocacy: Engage in complex negotiations to influence and optimize the domestic/regional regulatory framework.
  • Regulatory Support: Provide regulatory support to the commercial team and to distribution partners for market access in the region.
  • Industry Representation: Represent Telesat in Middle Eastern and African regional forums and international forums such as the ITU-R to promote Telesat's interests.
  • Market Access: Assist with market access in other regions as required.
  • Regulatory Strategy: Identify and develop proposals to ensure Telesat's regulatory long-term interests are protected.
  • Planning and Reporting: Provide key inputs to short and long-range planning in support of corporate development.
Requirements
  • Education: Degree in Engineering or other technical subject.
  • Experience: Minimum 10 years' experience in satellite communications related to market access, domestic/regional regulatory framework/forums, and the application of the ITU Radio Regulations.
  • Skills: Strong technical, regulatory research, and analysis skills. Excellent interpersonal, communication, negotiation, and presentation skills. Ability to work well in a cross-functional environment and exercise judgment to drive processes to conclusion.
