About the Role

The Ontario Public Service Leadership is seeking a highly skilled and experienced professional to fill the position of Chief Treasury and Investment Officer. This role is responsible for overseeing the management of the borrowing, investment, and trading activities for the Ontario Financing Authority (OFA).

Key Responsibilities
  • Financial Leadership: Provide executive leadership and oversight for the Capital Markets Division, ensuring compliance with investment policies in accordance with the strategic direction, goals, and objectives established by the CEO, Executive Team, and Board of Directors.
  • Strategic Navigation: Oversee and strategically navigate Ontario's borrowing program, debt management, investment, and money market activities.
  • Relationship Management: Coordinate with Ontario Power Generation to provide oversight to the Ontario Nuclear Funds Agreement investment portfolio, and oversee Ontario's relationships with its financial underwriters and banks in Canada and internationally.
  • Investor Relations: Meet regularly with institutional domestic and international investors to establish and strengthen relationships, enhancing Ontario's investor relations program.
  • Business Planning: Collaborate with the executive team to prioritize strategic business planning, ensuring alignment with organizational objectives and values.
  • Leadership Development: Develop a new generation of leaders to ensure effective succession planning and talent development in the OFA.
Requirements
  • Executive Leadership: Building diverse, high-performing teams while demonstrating the Ontario Public Service leadership behaviours and fostering a culture of inclusion, innovation, and collaboration.
  • Financial Markets: Managing multi-billion-dollar investment and portfolio management programs across public and private sectors, executing money market, foreign exchange, trading programs, capital programs, and derivative market dynamics.
  • Relationship Management and Political Acuity: Fostering productive relationships with internal and external partners, stakeholders, and networks, delivering strategic and confidential advice to the senior leaders and various stakeholders.
