The Project Quality Manager (PQM) plays a crucial role in overseeing the quality aspects of nuclear projects. This position entails the formulation, execution, and supervision of a contract-specific Project Quality Plan (PQP) along with other essential quality functions to ensure project compliance with contractual specifications. As a vital member of the project management team, the PQM is expected to operate with minimal oversight, maintain professional interactions with both the project team and client representatives, and exhibit exceptional communication and conflict resolution skills.
Key Responsibilities- Develop and implement a tailored Project Quality Plan (PQP) specific to the contract.
- Review and authorize subcontractor quality plans to guarantee adherence to contractual obligations.
- Ensure that quality personnel are appropriately assigned, trained, and equipped to fulfill the PQP, while providing all project staff with access to necessary quality resources.
- Oversee the establishment and management of a Nuclear Quality Assurance Program within a construction setting, addressing issues management, nonconformance reporting, subcontractor oversight, internal assessments, causal analysis, inspections, and commissioning processes.
- Guide and mentor junior QA/QC staff to cultivate appropriate professional behaviors.
- Foster a collaborative relationship with the Client team, understanding their needs while promoting a culture of nuclear safety.
- Interpret quality standards and regulatory requirements, devising strategies for effective implementation.
- Work closely with district quality management to ensure uniform application across the organization.
- Conduct causal analysis investigations on project-related issues and perform QA audits on various quality plans and processes.
- Analyze findings to identify potential risks and collaborate with the project management team to develop mitigation strategies.
- Encourage Continuous Improvement and ensure timely reporting of project-affecting conditions.
- Engage actively in operational planning sessions, contributing from a quality perspective and ensuring the development of Inspection and Test Plans (ITP).
- Guarantee that all necessary quality documentation for project turnover is completed and organized in compliance with contractual requirements.
- Regularly present at meetings to advocate for quality objectives and address relevant issues.
- Conduct routine performance evaluations of all project quality personnel.
- Perform additional duties as required.
- Proven experience in developing and implementing Project Quality Plans (PQP).
- Strong background in reviewing subcontractor quality plans for compliance.
- Ability to ensure quality staff are well-trained and equipped for their roles.
- Experience in managing a Nuclear Quality Assurance Program in a construction environment.
- Demonstrated leadership in mentoring QA/QC personnel.
- Strong relationship-building skills with clients and stakeholders.
- Ability to interpret and implement quality standards and regulations effectively.
- Experience in conducting audits and assessments related to quality management systems.
- Analytical skills to identify trends and develop risk mitigation strategies.
- Commitment to promoting Continuous Improvement initiatives.
