Senior Research and Evaluation Specialist

The Provincial Health Services Authority (PHSA) is seeking a Senior Research and Evaluation Specialist to enhance our Business and Operations Support team. This role is pivotal in assessing and analyzing the effectiveness of various organizational strategies, methodologies, tools, and processes. Role Overview

As a Senior Research and Evaluation Specialist, you will be an integral part of the Reporting and Evaluation team. Your responsibilities will include developing evaluation frameworks, conducting studies to measure the outcomes of strategic investments, and generating comprehensive reports to communicate key findings and recommendations. You will thrive in a dynamic environment, collaborating closely with Evaluation Leads and stakeholders across all business sectors. The ideal candidate will possess a robust scientific or research background, showcasing expertise in both qualitative and quantitative evaluation methods, along with substantial experience in data analysis.

In this role, you will utilize your skills in quantitative and qualitative analysis to evaluate the operational effectiveness of various processes and programs, identifying opportunities for continuous improvement. Your business insight and collaborative approach will enable you to conduct surveys, interviews, and engage with cross-functional team members, while your analytical skills will be essential in discerning patterns within the data collected.

Key Responsibilities

  • Facilitate evaluation initiatives within PHSA; assist Evaluation Leads in planning, developing, and executing evaluations of strategic programs, while reporting on outcomes.
  • Contribute to the design of process- and outcome-oriented evaluation frameworks and methodologies.
  • Create and develop resources, including logic models, syntax codes, qualitative codebooks, and relevant policies.
  • Engage with key partners to gather insights and feedback.
  • Participate in collaborative working groups and support team members as required.
  • Develop instruments for data collection, such as surveys and interview guides.
  • Conduct data collection, analysis, and visualization of both qualitative and quantitative data.
  • Prepare evaluation reports, presentations, and briefing notes to disseminate findings and recommendations to diverse audiences.
  • Assist in managing evaluation projects and coordinate with external teams to ensure effective implementation of evaluation studies.
  • Provide mentorship and support to junior analysts to enhance organizational capacity for evaluation.
  • Stay informed on industry trends and innovative approaches to support evaluation activities.

Qualifications

A Master's degree in Health Sciences, Social Sciences, Statistics, or a related field, complemented by a minimum of five (5) years of relevant experience in program evaluation, research, or a related discipline, with a strong emphasis on mixed-methods research.

Skills & Expertise

  • Proficient in program evaluation methodologies, including both formative and summative evaluations.
  • Experience in developing logic models, program evaluation plans, and monitoring frameworks.
  • Familiarity with qualitative methods such as interviews, focus groups, and case studies, as well as quantitative research techniques, including surveys and structured data collection.
  • Skilled in descriptive and inferential statistics, alongside qualitative analysis techniques such as thematic and content analysis.
  • Ability to integrate and triangulate qualitative and quantitative data effectively.
  • Working knowledge of survey development platforms and analytical software.
  • Proficient in various applications, including MS Office, for managing datasets, creating reports, and developing presentations.
  • Strong organizational skills, including project management capabilities.
  • Excellent communication skills, with experience in engaging with internal and external partners at all organizational levels.
  • Experience in complex environments with multiple high-priority tasks.
  • Background in public sector, public health services, or healthcare is advantageous.
  • Experience working with Indigenous populations or understanding Indigenous Cultural Safety principles is a plus.
