About the Opportunity

The City of Red Deer is seeking a highly skilled Operations Analyst to join our team in the Revenue and Assessment Services department. As an Operations Analyst, you will play a critical role in providing accounting, analytical, systems, business process, and financial support to the organization.

Key Responsibilities
  • Provide accounting, analytical, and financial support to the organization
  • Develop and implement new business processes and initiatives
  • Evaluate and develop internal controls and corporate policy and procedure
  • Interpret, apply, and draft complex bylaw/legislation
  • Perform financial and budgetary analyses, prepare complete financial reports, and complex account reconciliation
  • Communicate effectively with the public, other City departments, and agencies
  • Work with considerable independence and focus, demonstrating maturity, initiative, and resourcefulness in achieving business objectives
Requirements
  • Professional accounting designation and a university degree with a focus in business, accounting, or project management
  • Six years' progressively related experience in a sophisticated and integrated system environment, preferably in a large organization
  • Demonstrated experience in project management, business process development, internal controls, risk and gap analysis, critical thinking, and formal report preparation
  • Proficiency in MS Excel, MS Word, and MS Access, with familiarity with MS PowerPoint, MS Outlook, and Office 365
  • Proven aptitude for understanding software system configurations and operations
Preferred Qualifications
  • Experience with auditing, system implementation, and municipal fund accounting
  • Knowledge of the Municipal Government Act (MGA) and Public Sector Accounting Board (PSAB)
  • Experience with property assessment and taxation, forecasting, and variance analysis
  • Exposure to interpreting and applying complex legislation and property tax and/or financial accounting software
