Position Overview

The Senior Urban Development Specialist will collaborate with the Build Waterloo Region team to lead research and the preparation of development plans and applications for land redevelopment projects. This role emphasizes affordable housing, industrial and commercial site development, and strategic regional initiatives. The specialist will work closely with internal departments to support land acquisitions, appraisals, and related activities, while also liaising with technical consultants and planning bodies.

Key Responsibilities
  • Facilitates the advancement of sites for acquisition, redevelopment, or disposition as part of the Region's land portfolio strategy.
  • Conducts research and prepares proposals and plans for Region-owned properties.
  • Identifies and evaluates sites/properties for development potential in alignment with strategic initiatives.
  • Provides analytical support through planning opinions and related information.
  • Assists in developing market assessments for various development projects.
  • Leads the preparation, submission, and processing of land use planning applications.
  • Oversees technical studies and assessments for inclusion in project plans and applications.
  • Engages with municipal staff and review agencies regarding applications.
  • Participates in public consultation meetings and addresses inquiries from the public.
  • Contributes to Master Planning processes for land redevelopment.
  • May testify at tribunal hearings as required.
  • Performs other related duties as assigned.
Qualifications
  • A 4-year Bachelor's degree in Planning or a related field, along with 5 or more years of relevant experience.
  • Membership or eligibility for membership in the Canadian Institute of Planners.
  • Strong knowledge of land use planning frameworks, policies, and processes.
  • Excellent analytical, research, financial analysis, and problem-solving skills.
  • Ability to demonstrate community awareness, political sensitivity, and sound judgment.
  • Exceptional communication, interpersonal, facilitation, presentation, and negotiation skills.
  • Proficient in writing and preparing project reports, planning documents, and applications.
  • Computer skills, including proficiency in Microsoft Office, databases, GIS, and statistical tools.
  • Willingness to travel within and occasionally outside the Waterloo Region.
  • Commitment to supporting and exemplifying the Region's values.
