Position Overview

Vancouver Coastal Health (VCH) is seeking a Director of Indigenous Workforce Development - Strategic Partnerships.

In this role, you will be instrumental in cultivating an inclusive and supportive workplace for Indigenous employees within VCH. Your primary responsibility will be to design and implement strategies, programs, and initiatives aimed at enhancing the recruitment, retention, professional growth, and overall welfare of our Indigenous workforce.

You will work closely with the People Team and Indigenous Health to provide leadership and develop programs that foster a diverse and culturally rich workplace. This includes building partnerships with community organizations at various levels to inform human resource program development and implementation, focusing on key areas such as recruitment, retention, recognition, engagement, and wellness for Indigenous staff. Your efforts will involve assessing existing human resource programs and collaborating with partners to achieve systemic transformation and develop comprehensive Indigenous workforce strategies that align with VCH's commitments to Indigenous Cultural Safety, Anti-Racism, Equity, Diversity and Inclusion, and Planetary Health.

Key Responsibilities

Collaborate with leaders from the People Team and Indigenous Health to provide consultation and guidance in developing comprehensive Indigenous workforce strategies that align with organizational objectives. Engage with internal and external partners to create and implement policies and programs that cater to the unique well-being and inclusivity needs of Indigenous employees. Advocate for systemic transformation initiatives and partner with leaders to develop culturally relevant support systems and wellness programs. Lead initiatives that address systemic inequities in career pathways, employment opportunities, and professional development. Continuously monitor the effectiveness of programs and initiatives, providing consultation and recommendations for adjustments based on feedback and evolving organizational dynamics. Work with People Team leaders to create inclusive recruitment strategies aimed at attracting and onboarding Indigenous talent, collaborating with VCH Talent Acquisition to establish relationships with community programs and educational institutions. Ensure a culturally safe and welcoming onboarding process, providing expertise on methodologies for collecting diversity metrics and candidate feedback. Undertake additional related duties as assigned.

Qualifications

Education & Experience

A degree in Human Resources, Business, or a related field such as Change Management. A minimum of five (5) years of relevant experience managing strategic and operational change initiatives, or an equivalent combination of experience and education. Experience working with Indigenous organizations and developing relationships with Indigenous communities. A deep understanding of Indigenous Cultural Safety and Indigenous cultures within the service region of Vancouver Coastal Health. Preference will be given to candidates identifying as Indigenous, including First Nations, Metis, and Inuit.

Knowledge & Skills

Ability to develop and maintain strong relationships with key partners, promoting services with sensitivity to diversity and an Indigenous perspective. Commitment to recognizing, including, and supporting all aspects of diversity throughout engagement processes. Strong knowledge of relevant employment legislation and cultural sensitivity in a professional context. Experience collaborating with First Nations organizations, educational institutions, and Indigenous career development organizations. Certification or interest in completing certification in Indigenous Human Resources, such as the Certified Indigenous Human Resources Professional (CIHRP) designation, is considered an asset. Excellent communication, interpersonal, and leadership skills, with the ability to navigate complex cultural dynamics. Strategic thinker capable of translating concepts into actionable plans that address the unique needs of Indigenous employees. Data-driven mindset with experience in metrics analysis and reporting, particularly in measuring the success of Indigenous workforce initiatives. Collaborative and adaptable, able to work effectively with diverse teams while respecting Indigenous values and protocols. A demonstrated commitment to fostering diversity, inclusion, and social equity through Indigenous-focused initiatives. Physical ability to perform the duties of the position.
