I&T Procurement and Vendor Management Specialist

Position Overview:
The Information & Technology (I&T) Goods and Services Analyst plays a pivotal role in overseeing the procurement of consulting resources, software solutions, and services for I&T projects and operational divisions. This position involves close collaboration with project teams and Procurement Services to ensure effective acquisition processes.
Key Responsibilities:
- Coordinate with I&T personnel and project teams to facilitate resource requests, guiding them through the established I&T Resourcing process.
- Engage with Procurement to identify optimal procurement strategies and templates for various initiatives, including Purchase Orders (POs), Requests for Quotations (RFQs), and Requests for Proposals (RFPs).
- Adhere to Halifax Water's procurement protocols, ensuring compliance with organizational policies while collaborating on procurement solicitations.
- Assist the I&T Team in evaluating proposals, conducting interviews, and facilitating product demonstrations related to vendor selection.
- Manage the procurement lifecycle by tracking I&T acquisitions, coordinating timelines, and overseeing tasks assigned to involved parties.
- Monitor contract expiration dates and collaborate with project and functional managers to assess the need for contract extensions.
- Facilitate contract amendments in partnership with the I&T Team and Procurement as necessary.
- Work with finance and project management teams to ensure precise tracking and reporting of financial data.
- Serve as the primary liaison for vendors post-contract execution, addressing any issues or inquiries that arise during the contract period.
- Identify and implement process enhancements to optimize procurement and vendor management practices within I&T.
- Perform additional related duties as assigned.

Qualifications:
Education:
- Post-secondary education in office administration, project management, or a related discipline; equivalent combinations of education and experience may be considered.
- A minimum of 3 years of experience in vendor management, procurement, contract management, or a similar field.
- Experience in IT and OT is advantageous.
- Familiarity with project management methodologies is beneficial.
- Access to reliable transportation is essential.
- Willingness to undertake necessary safety training as identified by legislative and operational needs.
Knowledge, Skills, and Abilities:
- Strong grasp of resource management principles and practices within project teams and functional areas.
- Exceptional communication and negotiation skills, fostering effective relationships with team members, vendors, and stakeholders.
- Proficient understanding of project management practices.
- Detail-oriented with robust analytical and problem-solving capabilities.
- Proficient in MS Office tools and experienced in contract management and procurement processes.
- Able to work independently while managing multiple priorities in a dynamic environment.
