The Town of Slave Lake is in search of a seasoned, innovative, and cooperative leader to oversee, manage, and direct the Planning and Development Services Department. This role is crucial in supporting the Town's Vision, Strategic and Corporate Business Plans, and its dedication to excellence in municipal governance and customer service.

As a key member of the Senior Leadership Team, you will be accountable for the comprehensive land use planning and development initiatives within the Town, ensuring strategic alignment with organizational goals. Your leadership will focus on fostering a sustainable community that offers an outstanding quality of life.

Reporting directly to the Chief Administrative Officer, the ideal candidate will adopt a holistic systems perspective, ensuring that activities align with long-term planning objectives.

SALARY: $114, $150,739.50

KEY RESPONSIBILITIES:

  • Oversee the development process through the administration of the Land Use Bylaw, issuance of development permits, compliance letters, and enforcement duties related to development matters.
  • Act as an advisor to the Municipal Planning Commission, Subdivision & Development Appeal Board, Town Council, and other relevant agencies regarding subdivision and development issues.
  • Represent the Town of Slave Lake in daily planning and development activities, liaising with agencies, governments, developers, and other stakeholders.
  • Provide recommendations to Town Council concerning amendments to the Land Use Bylaw.
  • Manage all statutory documents, studies, reports, and manuals related to planning and development.
  • Prepare and manage Development Agreements, including coordinating field inspections to ensure compliance.
  • Administer all subdivision applications, including initial consultations with developers, reviewing plans, overseeing the referral process, and preparing reports for the Subdivision Authority.
  • Lead planning and land use studies for the Town and collaborate on joint studies with neighboring municipalities.
  • Coordinate special planning studies, research projects, and investigations as necessary.
  • Provide feedback on urban fringe subdivision and development referrals.
  • Administer and advise on road closure applications, public land sales, and municipal reserve allocations.
  • Manage the Land Based Filing system and provide administrative support for geographic information services.
  • Draft policies for Council adoption as needed.
  • Prepare annual operating and capital budgets, ensuring adherence to budget parameters throughout the year.
  • Establish annual service levels for the department in relation to budget preparation.
  • Ensure compliance with current legislative changes affecting land use and municipal planning in Alberta.
  • Support economic development strategies related to land use policies and future development plans.
  • Monitor trends and issues, ensuring a proactive approach to the growth and development of the Town.
  • Health and Safety: Adhere to all safety standards under the Occupational Health and Safety Legislation, Town Policies, and WHMIS Guidelines.
  • Perform other duties as required.

QUALIFICATIONS / EDUCATION / EXPERIENCE:

  • Post-secondary Degree in Land Use Planning, Geography, Urban Planning, or a related field (e.g., Architecture, Landscape Architecture, Environmental Planning).
  • A minimum of seven (7) years of experience in the planning sector, including at least three (3) years in a local government context and two (2) years in a supervisory or management capacity.
  • Membership in the Canadian Institute of Certified Planners or equivalent is preferred.
  • Extensive knowledge of the Municipal Government Act, provincial planning regulations, and related statutes.
  • Expertise in land development, project management, and land use planning is essential.

SKILLS REQUIRED:

  • Exceptional verbal and written communication skills, with experience presenting to senior decision-making bodies.
  • Proficient in computer systems, particularly financial, capital project, and land information systems.

WORKING CONDITIONS AND PHYSICAL ENVIRONMENT:

  • Occasional light lifting.
  • Extended periods of sitting.
  • Frequent use of computer and telephone.
  • Good lighting, temperature, and noise control.
  • A standard working day consists of a maximum of 7.5 hours; however, occasional extended hours may be necessary.
