POSITION OVERVIEW

The Deputy Chief Technology Officer, Infrastructure & Operations will play a pivotal role in advancing the mission of the Technology Services Group: to implement adaptable technology frameworks and solutions that provide seamless services, connect the community and businesses, and empower the workforce.

In this newly established position, this senior executive will offer strategic direction and oversee the planning and execution of the City’s IT infrastructure, focusing on transformation, modernization, and optimization. This role will encompass the management of the Data Center, Network, Employee Tools, and Operational Excellence.

KEY RESPONSIBILITIES

  • Direct the establishment of essential practices within the target Enterprise Resource platform aimed at enhancing core IT operations such as Service Management, Asset Management, and Problem Management.
  • Collaborate with teams and large-scale partners to execute modernization initiatives utilizing industry-standard capabilities and frameworks for 43,000 users.
  • Supervise Incident Management, KPI oversight, and operational enhancement initiatives across the Technology and Services Division.
  • Lead efforts to enhance service desk experiences through process reengineering and technological advancements, addressing 800 requests annually to achieve significant improvements in service metrics.
  • Provide strategic counsel and consultation on strategic initiatives, cybersecurity, budget management, policy formulation, road mapping, and other IT-related matters to the CTO and senior leadership.
  • Oversee an annual budget exceeding $78 million.
  • Implement best practices and tools for IT Service, Asset, and Operations management, including Service Desk and End User capabilities.
  • Lead the rollout of the Asset Management Program to ensure efficient, effective, and accurate inventories, while identifying and mitigating potential risks to IT operations and infrastructure, ensuring business continuity and disaster recovery plans are established.
  • Ensure adherence to regulations and standards while maintaining robust cybersecurity measures to safeguard Toronto's assets and data in close partnership with the Chief Information Security Officer.

LEADERSHIP

  • Drive the operationalization of the Asset program utilizing modern methodologies to ensure efficient, effective, and accurate inventories that support key operational programs (Lifecycle management, asset currency, security and patching programs, software usage and optimization, etc.).
  • Deliver large-scale transformation initiatives through a diverse team of 240 individuals across three directors.
  • Foster partnerships with other corporate teams as well as City partners/agencies/commissions.
  • Manage relationships with external vendors and service providers, negotiating contracts and ensuring compliance with service level agreements.
  • Encourage a culture dedicated to customer service and operational excellence within the operations and infrastructure division, enhancing efficiency, reliability, and scalability.

THE IDEAL CANDIDATE

  • Extensive experience leading large-scale and complex organizations through IT transformation and modernization.
  • Proven track record of managing an organization of 150+ personnel through a small team of direct reports.
  • Operational experience in incident management, communication, and leadership.
  • Familiarity with security technology and program experience in collaboration with CISO teams.
  • Strong relationship-building skills across departmental, organizational, and external partner stakeholders and teams.
  • Service-oriented, with a focus on operational excellence and fostering teamwork to achieve organizational objectives.
  • A commitment to public service is highly desirable.
  • Educational qualifications in information technology and business administration are advantageous, but priority will be given to candidates demonstrating relevant experience at a comparable level.
