Job Summary

We are seeking a highly skilled and experienced Transportation Services Project Manager to join our team at the City of Toronto. As a key member of our Transportation Services division, you will be responsible for leading the development, implementation, and evaluation of projects and programs that align with our city's policies, plans, and strategies.

Key Responsibilities
  • Project Management
    • Lead the planning, execution, and monitoring of projects and programs to ensure timely and within-budget delivery.
    • Develop and maintain strong relationships with stakeholders, including City staff, community groups, and other levels of government.
    • Coordinate and provide input on procurement processes, including the preparation of purchase documents and the evaluation of bids and submissions.
    • Develop and coordinate new Service Level Agreements, Project Charters, and other Inter-Divisional Agreements.
    • Review, track, and evaluate the work performance of external service providers to ensure compliance with contract requirements and project scope.
  • Technical Knowledge
    • Conduct technical problem investigations, site visits, and inspections to ensure compliance with municipal best practices and industry guidelines.
    • Conduct project-specific and ongoing technical research to stay up-to-date with developments in the field and ensure alignment with City policies and practices.
    • Maintain state-of-practice knowledge in areas such as complete streets, safe systems, and transportation planning.
    • Assess current practices and improve procedures and protocols in collaboration with City divisions.
  • Teamwork and Supervision
    • Work with interdivisional, interdisciplinary, and interagency teams to plan and support project and program delivery.
    • Emphasize diversity and inclusion, foster teamwork, and maintain constructive and respectful relationships.
    • Provide work direction to assigned project team members and junior staff, including scheduling, assigning, and reviewing tasks and providing task-specific training and coaching.
  • Communication and Reporting
    • Prepare and deliver briefings to senior management and City Council members, draft staff reports and presentations, and draft correspondence for various audiences.
    • Develop and deliver communication and engagement plans for internal and external stakeholders.
    • Represent the Transportation Services division or City of Toronto in communication with elected officials, members of the public, and other stakeholders.
    Requirements
    • Education
      • Post-secondary education in a discipline pertinent to the job function, such as planning, engineering, economics, business, environmental science, landscape architecture, or public policy.
    • Experience
      • Considerable experience in project management, delivering assignments from inception through to implementation with minimal direction.
      • Considerable experience in at least one of the following areas: complete street design and implementation, infrastructure design and implementation, policy development, transportation planning, transportation engineering, geotechnical engineering, pavement engineering, or equivalent initiatives.
    • Skills
      • Working knowledge of policies and regulations governing the street network, including provincial policies and plans, the Highway Traffic Act, the Toronto Official Plan, and the Toronto Traffic By-Law.
      • Highly developed interpersonal skills, including communication, conflict resolution, and political acumen.
      • Excellent skills in delivering presentations, building and maintaining relationships, and resolving conflicts.
      • Effective leadership and team-building skills, with the ability to provide work direction to project team members, contractors, and staff in a unionized environment.
      • Proficiency in MS Office and online meeting platforms, with additional software competencies considered an asset.
