Job Summary

We are seeking a highly skilled Systems Integration Specialist to join our team at the City of Toronto. As a key member of our software development team, you will be responsible for providing expertise and advice in the areas of initiation, analysis, design, development, implementation, and sustainment of enterprise solutions.

Key Responsibilities
  • Perform analysis and design duties, as well as programming, modeling, and scripting, testing, documentation, and deployment preparation.
  • Coordinate and prepare needs analysis and detailed systems design.
  • Conduct user interviews to determine detailed systems requirements.
  • Complete preliminary analysis, system, and functional design, workflow diagrams for quality systems development.
  • Design, code, test, implement, and maintain systems.
  • Design and develop systems that comply with access and privacy legislation and/or provincial standards.
  • Coordinate and develop program specifications and documentation.
  • Design and conduct all levels of testing, including unit, system, integration, regression, performance, security, usability, optimization/configuration, and user acceptance testing.
  • Provide direction to programmers in implementing details of new/revised systems, as the senior technical authority on system projects.
  • Lead teams of intermediate/junior-level development staff in implementing software components and interfaces, in accordance with the Division's software standards and methodologies.
  • Liaise and coordinate with staff in detailed systems deliverables and technical problem resolution.
  • Implement in-house developed/custom/packaged systems and systems changes.
  • Test integrated systems to ensure system compatibility and proper functional integration with Corporate.
  • Provide application maintenance and enhancement, including implementation of vendor systems fixes and patches.
  • Conduct quality assurance on divisional and external developments.
  • Perform information and application data conversions.
  • Provide development support to users by providing technical assistance and troubleshooting.
  • Provide documentation and instruction/training to users of the system.
  • Provide expertise, advice, and technical skills for information and application service delivery.
  • Conduct research and evaluation of software/framework and make recommendations.
  • Recommend, present, and demonstrate system solutions to Divisional and business/community clients.
  • Conduct presentations, system demonstrations, and system walk-throughs at project review meetings.
  • Participate as a team member in the execution of project plans, providing technical expertise and advice re: architecture, development tools, work effort estimates.
  • Direct the activities of staff, mentor, and recommend training.
  • Contribute to project plans and project status reports.
  • Conduct research, investigate, and recommend best practices for information and application services.
  • Contribute to post-implementation project reviews.
  • Recommend improvements to current methodologies, processes, standards, policies, and guidelines.
  • Contribute in planning of future system growth and provide detailed work plans.
  • Conduct feasibility studies, business cases, Request For Information proposals & quotations, technical reports by researching and participating in evaluations and recommending solutions.
  • Determine user training needs. Develop and prepare user training guides and manuals.
  • Design security roles and ensure security design for the Applications meet the needs of the business.
  • Ensure the day-to-day system security of the production application environment.
  • Develop and maintain disaster recovery procedures and sustain technology solutions to meet business requirements.
  • Participate in sustaining and improving infrastructures, methodologies, tools, techniques, and standards, ensuring their conformance and adherence in daily practice among business and technical teams.
  • Lead and direct appropriate system staff through the application development life cycle to produce business need solutions in conformance with the current System Architecture.
  • Lead various stages of projects, direct project team members and resources, and report progress to Project Managers, Stakeholders, and Business Units, ensuring successful delivery of solutions through proper coordination, change management, resource management, budget control, quality assurance, contingency measures, and risk solutions.
  • Assist in preparing RFP, RFQ's, and participate in evaluating, selecting, recommending technical solutions, and in managing vendors and contracts.
Requirements
  • University degree in computer science or the approved equivalent combination of education and/or experience.
  • Extensive experience coding PL/SQL Oracle RDBMS, especially 19c or higher.
  • Extensive experience designing robust, scalable, secure, auditable, and functionally sound systems, including testing, integrating, and deploying systems, and in the preparation of IT-related documentation.
  • Experience in accessibility and security principles and best practices and able to apply these in systems development.
  • Experience in MS SQL Server and T/SQL.
Preferred Qualifications
  • Knowledge of application deployment approaches, and standard DEV-QA-PROD cycles.
  • Knowledge of the City's technology Change Management process and ability to create and manage Change tickets using Service Now would be an asset.
  • Ability to effectively communicate both orally and in writing.
  • Ability to work in multi-disciplinary teams.
  • Knowledge of privacy and security regulations, especially in a Public Health environment, is an asset.
