The Role The Finance Department is tasked with delivering financial guidance, support, and leadership to the Corporation, aligning with the objectives of the Council's Strategic Plan through four key services: accounting, corporate finance, procurement, and revenue management. The department's core responsibilities include producing audited financial statements, coordinating the annual business plan and budget, managing treasury and debt, overseeing procurement processes, and handling property tax and water/wastewater revenue management. The Performance Analyst (PA) serves as the primary finance resource for a designated portfolio of operational departments. This role may involve integration within a business area outside the Finance team to better address the needs of the assigned portfolio. The PA offers essential business planning, analytical, and financial advisory services to the management teams responsible for delivering City programs and services within their portfolio, ensuring adherence to the City's financial policies and procedures. The PA collaborates closely with departmental management teams while reporting to the Manager of Business Planning and Budget. Education: Four (4) year University Degree in Business Administration, Commerce, Economics, or a related discipline Eligibility for and actively pursuing Chartered Professional Accountant (CPA) designation from the Chartered Professional Accountants of Canada (CPA - CMA, CPA - CGA, CPA – CA) For those who may not meet the outlined credentials but possess substantial relevant experience, please refer to the City's Education Equivalency Policy to assess potential qualification for equivalency. Position Equivalency Code: F Experience: A minimum of three (3) years of experience in roles related to the primary responsibilities of this position Knowledge/Skills/Abilities: Familiarity with Public Sector Accounting Board Standards and Principles, as well as the Municipal Performance Measurement Program (MPMP) Proven ability to interact effectively and courteously with all staff levels, design and implement Key Performance Indicators in a public sector context, and travel to offsite locations as needed Intermediate skills in: Analytical thinking; Interpersonal communication; Organizational abilities; Project Management; Written Communication Proficient in Microsoft Office Suite, particularly Excel Willingness to attend evening or weekend meetings or work outside of standard hours as required Conditions of Employment: Successful completion of a Criminal Record Check* *Note: This is a requirement for new employees of the City of Barrie in accordance with the Police Record Check Policy. Existing employees who have fulfilled this requirement will be exempt.
