As a Finance Officer, you play a crucial role in managing the financial health of the organization by overseeing various accounting and financial operations. This senior leadership role combines your professional accounting expertise with your ability to mentor team members and promote financial understanding throughout the organization.

This position reports directly to the Finance Controller and is responsible for delivering comprehensive financial analysis and guidance, regulatory reporting, budgeting, forecasting, and safeguarding assets. With a commitment to continuous improvement and excellence in service delivery, the Finance Officer collaborates as a key member of the Finance team to cultivate a workplace culture centered on accountability, quality, and collaboration. In alignment with corporate strategic goals and relevant regulations, this role involves planning, organizing, and coordinating budget-related activities across the organization.

This senior-level role addresses complex financial matters independently, ensuring a positive public perception of the municipality by upholding principles of fairness, transparency, and openness in budget and financial planning processes. A high level of professional judgment and autonomy is essential in fulfilling these responsibilities while advising and collaborating with various departments to foster strong working relationships.

Key Responsibilities:

  • Develop and manage budgets and forecasts, aiding in the formulation of long-term operational and capital plans and funding strategies.
  • Assist in presenting budget proposals to senior leadership and council, highlighting and explaining quarterly variances.
  • Oversee fixed asset accounting, including lifecycle planning, asset addition, depreciation recording, and disposals.
  • Prepare annual financial statements and related documentation for year-end processes, supporting the annual audit.
  • Review external reports, including grant reporting and compliance with provincial or intergovernmental requirements.
  • Generate financial reports and analyses for council and internal stakeholders, as well as public financial disclosures.
  • Compile additional financial, operational, or administrative reports, such as cost-benefit analyses and revenue trend assessments.
  • Provide payroll-related analysis and information.
  • Support leadership in strategic planning with sound financial advice and analysis.

Training and Development:

  • Identify training needs for departmental budgeting and develop relevant training materials.
  • Deliver ongoing training for staff on budgeting and related policies, procedures, and systems.
  • Lead assigned projects, maintaining documentation and monitoring progress to ensure timely completion of tasks.
  • Develop and present business cases, budget reports, and financial analyses as required.
  • Document and update financial policies, budgeting processes, and procedures.
  • Assist managers with month-end, quarter-end, and year-end financial processes.
  • Establish effective processes and communication channels to maintain strong interdepartmental relationships.
  • Address issues or challenges related to departmental financials and systems as necessary.

Qualifications:

Your qualifications reflect your expertise in talent development and financial reporting, including operating and capital budgets, policies, and regulations. You possess a thorough understanding of financial administration responsibilities as outlined in relevant legislation and can lead a team to achieve optimal performance in financial services, including property assessment, financial planning, utility billing, accounts payable and receivable, customer service, and payroll administration.

You are a natural leader who prioritizes achievement through people, providing clear expectations and fostering a supportive and engaging work environment. You have a reputation for building relationships based on respect and trust both within and outside the organization, adapting your communication style to suit varying levels of financial understanding.

Education & Experience:

  • Post-secondary degree or diploma in finance, accounting, or commerce.
  • Must hold an Accounting Designation (CPA, CA, CMA, CGA).
  • Ongoing training in leadership development.
  • A minimum of seven (7) years of experience in senior or progressively responsible financial or accounting roles, preferably within municipal government.
  • Experience in the public sector or not-for-profit organizations is considered an asset.
  • Demonstrated senior-level experience and subject matter expertise in finance and accounting, with the ability to influence and support colleagues.
  • Familiarity with various financial systems.
  • Project management experience is a plus.
