This senior finance role reports directly to the Finance Controller and is responsible for delivering comprehensive financial analysis and strategic advice, ensuring compliance with financial and regulatory reporting, budgeting, and forecasting. You will also oversee asset management, financial information systems, and internal controls. With a commitment to continuous improvement and exceptional service, the Finance Officer collaborates as a key member of the Finance team to cultivate a workplace culture centered on accountability, excellence, and collaboration. This position is integral to the planning, organization, and coordination of budget-related activities across the organization.
Operating at a senior level, this role addresses complex financial matters independently while maintaining a positive public image of the municipality through transparent and fair budget and financial planning processes. A high level of professional judgment and autonomy is essential for advising and collaborating with various departments to foster strong working relationships.
Key Responsibilities:
- Develop and manage budgets and forecasts, contributing to long-term operational and capital planning and funding strategies.
- Assist in presenting budgets to senior leadership and council, highlighting and explaining quarterly variances.
- Oversee fixed asset accounting, including lifecycle planning, asset additions, depreciation, and disposals.
- Prepare annual financial statements and related documentation for year-end processes, supporting the annual audit.
- Review external reporting requirements, including grants and intergovernmental obligations.
- Generate financial reports and analyses for council and internal stakeholders, as well as public financial disclosures.
- Produce various financial, operational, or administrative reports, including cost-benefit analyses and revenue trend assessments.
- Provide payroll-related analysis and information.
- Support strategic planning initiatives by offering sound financial insights and analyses.
Training and Development:
- Identify budget training needs for departments and create training materials.
- Deliver ongoing training to staff on budgeting processes and relevant policies.
- Lead assigned projects, ensuring timely completion of project tasks.
- Develop and present business cases, budget reports, and financial analyses as required.
- Document and update financial policies and budgeting procedures.
- Assist managers with month-end, quarter-end, and year-end financial processes.
- Establish effective processes and communication channels to maintain strong organizational relationships.
- Address issues related to departmental financials and systems as necessary.
Qualifications:
Your qualifications reflect your expertise in talent development and financial reporting, including operating and capital budgets, as well as compliance with bylaws and policies. You possess a thorough understanding of financial administration as outlined in the Municipal Government Act (MGA) and can lead a team to achieve optimal performance in financial services, including property assessment, taxation, financial planning, utility billing, accounts payable and receivable, customer service, and payroll administration.

Education & Experience:
- Post-secondary degree or diploma in finance, accounting, or commerce.
- Possession of an Accounting Designation (CPA, CA, CMA, CGA) is required.
- Continuous professional development in leadership.
- A minimum of seven (7) years of experience in senior or progressively responsible financial or accounting roles, preferably within municipal government.
- Experience in the public sector or not-for-profit organizations is an asset (Public Sector Accounting Standards PSAS).
- Demonstrated senior-level expertise in finance and accounting, with the ability to influence and support colleagues.
- Familiarity with various financial systems (e.g., Great Plains, Questica) is preferred.
- Project management experience is considered an asset.
