Role Overview
The Government of Alberta is undergoing a significant transformation of its environmental regulatory framework aimed at enhancing efficiency, oversight, and stewardship of the province's natural resources. This initiative includes the establishment of a new regulatory assurance framework designed to provide environmental oversight and set forth guiding principles and essential components. The approach taken is comprehensive, risk-informed, data-driven, outcome-focused, and integrated across various legislative acts including the Water Act, Public Lands Act, and Environmental Protection and Enhancement Act.
Reporting to the Manager of Regulatory Evaluation and Reporting, the Environmental Regulatory Systems Specialist serves as a senior expert who aids in the digitization and sustainability of the department's environmental regulatory framework. This role acts as an internal consultant, collaborating closely with senior personnel and subject matter experts to lead and facilitate the identification, planning, execution, and assessment of regulatory improvement initiatives.
The Environmental Regulatory Systems Specialist will:
- Contribute significantly to the successful implementation of the new regulatory framework, ensuring its effectiveness while driving initiatives focused on operational excellence, performance enhancement, and ongoing improvement.
- Establish robust relationships and collaborate across the ministry to ensure that initiatives are synchronized and aligned within the regulatory framework to achieve desired outcomes.
Key responsibilities encompass, but are not limited to:
- Leading or assisting in the design, implementation, and upkeep of the digital regulatory assurance system to modernize the environmental regulatory framework.
- Providing leadership and undertaking project management duties on initiatives aimed at achieving regulatory excellence.
- Facilitating the development and execution of internal management systems and implementation strategies to realize regulatory excellence.
- Supporting cross-divisional and cross-ministry efforts to enable coordination and alignment based on executive directives.
Activities will span the project lifecycle, including identifying opportunities for regulatory excellence, forming and leading task teams, fostering collaborative relationships, managing feedback, supporting change management efforts, leading or assisting in data management for evaluation and reporting, identifying recommendations on business requirements and processes, addressing issues, and communicating progress effectively.
